This position is located in the Budget Office within the Office of the Chief Financial Officer (OCFO) and reports directly to the Budget Officer.
The Budget Analyst serves as the Library's expert on the budget formulation process. The incumbent manages the formulation, justification and execution for the agency. Serves as the technical authority on budget formulation, justification and presentation and ties together the budgetary work of program managers, subject-matter experts and staff officials such as human resources, accounting specialist and subordinate budget analysts. The incumbent coordinates and consults with the Appropriated and Non-appropriated Funds Team Leaders and other senior management officials as appropriate.
The work encompasses planning, organizing and managing the entire process of formulation and development of the Library's Congressional Budget Justification submissions. This includes leading the initial development and integration of new program requirements into the budget as well as the complete review and incorporation of new program requirements into the budget as well as the complete review and incorporation of narratives, tables and appendices, leading the effort through the congressional review stage. Additionally, the person functions as an advisor on budget execution matters for assigned Library organizational units, working with a team of specialized budget analysts led by the Appropriated and Non-Appropriated Funds Team Leaders.

In consultation and coordination with the Budget Officer, the Appropriated and Non-Appropriated Funds Team Leaders, and other senior staff as appropriate, provides advice and counsel to program and line managers the formulation and justification of budgets for the entire agency; analyzes, plans, schedules, and coordinates all phases of budget formulation for annual and multi-year, substantive programs; and communicates, guides, and advises service units throughout the budget formulation phase.
Provides clear, authoritative interpretation of congressional, Library, and Office of Management and Budget (OMB) regulations or policies to determine the effect on justification, presentation, and submission of budget estimates. Recommends changes in funding and budget plans that if accepted may require management to revise substantive programs. Provides guidance to the budget analyst team and plans and organizes the formulation work of the Budget Office.
Serves as a liaison between the Chief Financial Officer, Budget Officer, and Library's program offices' appropriated fund managers for all budget formulation materials submitted to the Budget Office.
Leads the review of budget formulation work and works closely with subordinate budget analyst in the development of agency-wide budget estimates and supporting narrative justification; ensures that presentation is effective and justification is consistent with statistical data; assists with developing strategies for presenting budget requests to Congress and other organizations as required.
Coordinates and reviews documents for use in preparing witnesses to justify and defend the Library's budget request. As directed by the Budget Office or the Chief Financial Officer, prepares analyses for appropriations committee staff during the various stages of legislative consideration including hearings, markup sessions, floor debates, and conferences; prepares materials suitable for the Executive Committee to aid the agency head in testimony. In consultation with the Appropriation Team Leader, the position assists in preparing and briefing Library senior leaders and appropriations subcommittee clerks on the content of the budget submission.
In consultation with the Budget Officer and the Appropriated and Non-Appropriated Funds Team Leaders, participates in the planning and implementation of program and budget guidance governing the execution of budgets for assigned organizational units, including annual, multi-year, and no-year authorizations. Establishes budget controls, provides analysis and recommendations on resource allocations.
Establishes budget controls, provides analysis and recommendations on resource allocation for funds and for personnel ceilings; transmits instructions; provides advice; reviews materials; and carries out the appropriate Budget Office action on request for operating plans, transfers, reprogramming requests, supplemental requests, reallocation of special ceilings and any revision therein, including the preparation of material and analyses applicable to, but not directly requested from the program office.
Conducts a monthly status of funds analysis for assigned organizational units to prevent Anti-Deficiency Act violations and to provide recommendation to management with spending execution information for decision making. Maintains constant awareness of financial operations and program developments during this fiscal year, noting, reviewing, and making recommendations as necessary on usual transactions.
Reviews requested forecasts of estimated requirements for the remained of the fiscal year and prepares recurring and/or special status reports as required. Conducts periodic meetings with assigned organizational unit fund managers concerning execution of pay and non-pay accounts and makes any necessary recommendations to the Appropriated and Non-Appropriated Funds Team Leaders.
Conducts or guides other team members in conducting research, and reviews and analyzes research data to determine the root cause of the issues and problems. Uses the results of the analysis to direct the course of the project to achieve the desired results. At times, the research may be highly confidential in nature.
