Qualifications

BASIC REQUIREMENTS: You must have IT-related experience demonstrating each of the four competencies listed below. Your level of proficiency for each competency will be assessed based on your responses to the online assessments and additional steps in the hiring process (e.g., interview).

SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify at the GS-12 level you must have at least one full year of specialized IT experience supporting IT systems. This could include: (1) evaluating network systems and/or computer applications from an operational perspective; (2) installing, operating, and maintaining IT systems; (3) coding and testing software application programs; and/or (4) providing technical guidance to others on information systems/databases. This experience must be comparable in scope and responsibility to the GS-11 grade level in the Federal service.
To qualify at the GS-13 level you must have at least one full year of specialized IT experience supporting and enhancing IT systems. This could include: (1) establishing plans of action for improving the efficiency of IT applications; (2) designing, coding, and testing software application programs; (3) initiating feasibility studies or cost benefit analyses to determine best course of action for IT enhancements; (4) analyzing performance data to prepare budget recommendations in support of IT requirements; and/or (5) providing customer assistance and training to users on information systems/databases. This experience must be comparable in scope and responsibility to the GS-12 grade level in the Federal service.
To qualify at the GS-14 level you must have at least one full year of specialized IT experience managing or leading an IT project or program. This could include: (1) designing, developing, and managing systems that meet current and future business requirements; (2) implementing IT policies and strategies governing the operation of information systems and networks; (3) analyzing, testing, and evaluating IT systems, networks, and/or data to ensure functionality or integrity; (4) identifying business or technical requirements applied to the design of systems or networks; and/or (5) diagnosing and/or troubleshooting system/network problems to identify and isolate potential problem sources. This experience must be comparable in scope and responsibility to the GS-13 grade level in the Federal service.
To qualify at the GS-15 level you must have at least one full year of specialized IT experience as an expert in complex IT issues for an IT program or several program segments. This could include: (1) providing authoritative technical advice and expert guidance on IT issues (e.g., ensuring compliance of information systems with federal IT regulations, developing solutions to integration/interoperability issues; implementing software releases, etc.) (2) developing policies, procedures, and strategies governing the planning and delivery of an IT program or several program segments; (3) planning for the implementation of new systems (e.g., upgrade to a new operating system) or system upgrades/modifications in response to changes in customer requirements; (4) establishing testing, implementation, and post-implementation support procedures; and/or (5) recommending adoption of new or enhanced approaches in delivering optimal IT services/products. This experience must be comparable in scope and responsibility to the GS-14 grade level in the Federal service.

There are no education requirements or qualification options based on education for IT Managementpositions at these grade levels.
