Independently prepares financial reports, correspondence, and fact sheets for use by officials in support of their decision-making authorities. Determines how to reflect the fullest disclosure of financial transaction data in order to permit sound reporting, interpretation, and to provide advice to management concerning problem areas.
Independently plans and carries out internal review activities. Uses established techniques to plan and conduct specialized portions of studies to determine the need for financial information. Gathers information for assigned programs and reviews workload analysis submissions.
Conducts audits of internal operating finance systems and programs in which there is latitude in the way the processes and systems are designed and implemented. Appraises and evaluates all financial systems, policies, procedures, functions, and transactions to ascertain the integrity, effectiveness and productivity of the assigned operation and systems. Reviews various financial operations and activities to determine the degree of fiscal compliance with governing regulations, operating procedures and controls.
Independently reviews program funding and spending data and develops cost information reflecting program trends for an assigned area of an organization's financial program. Analyzes financial status reports for overall program status. Interprets the effect of transactions upon the relationship underlying the accounting structure or disbursing functions, ensuring system transactions codes selected for use in recording individual transactions are proper. Researches and collects financial data from various financial reports in order to prepare complex reconciliations and analysis, to support account balances, and to resolve problems and clear reconciling items. Performs special reviews and analyses to ensure the integrity of the general ledger control systems, and prepares special reports and financial statements relating to the financial conditions of the funds of the organization and its client agencies.
Provides financial assistance and technical advice to program personnel for major portions of assigned systems. Compiles funding data and cost information and prepares financial status reports. Identifies differences between proposed changes to internal operating programs and projected spending for those programs. Recommends actions to accommodate differences.
Provides technical advice and interpretation to automated systems users on accounting posting and reporting requirements, on receipt or disbursement posting and reporting requirements, or on payment voucher posting reporting requirements or on travel document posting and reporting requirements. Participates in the implementation, testing, and training in new system applications within OCFO. Assists in training lower-graded employees on new systems enhancements. Reviews, coordinates and prepares accounting documents such as obligations, payments, corrections, adjustments, and receivables. Receives and responds to queries from administrative officers, travelers, and vendors regarding problems with billings, payments, travel documents and other accounting related transactions, or payments receipts and other disbursing related functions, travel functions or accounts payable functions.
Reconciles a variety of administrative accounts consisting of accounts with some non-standard, specialized accounts. Identifies and resolves complex accounting transactions that create out-of-balance conditions in financial reports. Tracks back through a series of transactions and erroneous adjustments to isolate the original error and correct it. Reconciles accounts and billing documents to determine proper posting of transactions. Monitors, tracks, and reports on program obligations. Assures that program funding data is entered into the agency's financial management system correctly. Recommends all adjustments to accommodate future needs. Conducts annual year-end-closing activities and reconciliations.
