This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-14. At the GS-12 and GS-13 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. This position is located within the Office of Research Oversight (ORO) in the Veterans Health Administration (VHA). ORO reports directly to the Under Secretary of Health (USH) and is the primary office for advising the USH on matters related to the assurance and compliance with VA and other Federal requirements for the protection of human research subjects, laboratory animal welfare, research safety and security, research information security, research compliance officer education and oversight, and research misconduct. Duties will include:
Participates in or occasionally leads on site and remote compliance reviews in the areas of research safety and security and laboratory animal welfare.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Basic Education Requirement
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in an academic field related to the health sciences or allied sciences appropriate to the work of the position. The number of semester hours required to constitute a major field of study is the amount specified by the college or university attended, or 24 semester hours if this number cannot be obtained. TRANSCRIPTS REQUIRED.
ADDITIONAL QUALIFICATIONS- In addition to meeting the basic education requirement, you must have specialized experience or directly related education as described below.
GS-12 Qualifications
Specialized Experience: 1 year of Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of Health Science Specialist, and that is typically in or related to the position. To be creditable, specialized experience must have been equivalent to at least GS-11 grade level.
Examples of Specialized experience are: Knowledge of compliance review regulations and processes; knowledge of basic OSHA regulations for the evaluation of research programs for compliance; knowledge of Federal animal welfare regulations and policies for the review of animal research programs; knowledge of Federal guidelines and policies used to assess program effectiveness and resolve issues of non-compliance and other problems; experience assisting with program assessments to identify noncompliance research safety and occasionally laboratory animal welfare issues; and good communications skills in order to communicate complex information, data, and findings.

Education: Successfully completed a Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. This education must have been obtained in an accredited college or university. TRANSCRIPTS REQUIRED.

GS-13 Qualifications

Physical Demands
The work is typically sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as research records, instructional material, books, manuals, and laptop computer. The work involves participation in physical inspection of research laboratories and animal facilities; for certain facilities, it may be necessary to wear appropriate personal protective equipment, such as gloves, labcoat/tyvek suits, and/or a respirator. No other special physical demands are required to perform the work, however, travel forms a significant component of the program.
