About the Position:
The primary purpose of this position is to serve as the Supervisory Contract Specialist at the Mission Contracting Command Center, as a Division Chief. As various positions are being filled, the assigned division will be based on the mission requirements and experience. Direct and plan overall work operations of acquisition supply, services construction, energy and environmental requirements. The work is directly related to the government wide procurement of major end items and components, supplies or services necessary for national security. This position is located at Joint Base Fort Sam Houston, Texas.
A. Position may be filled by temporary promotion NTE 1 year, if selectee is a current permanent Army employee. Temporary promotion may be extended up to a maximum of 5 years and may be made permanent without further competition.
B. Position may be filled by a Temporary Appointment NTE 1 year if selectee is not a current permanent Army Employee. Temporary Appointments may be extended up to a maximum of 2 years without further competition.
The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. You will serve as the Supervisory Contract Specialist and plan a full range of operations of acquisition supply and services, construction, energy and environmental requirements. Collaborate with other leadership to negotiate, decide on, and coordinate work-related changes affecting other activities. Advise higher level management officials of problems involving the relationships of the operations supervised to broader programs and their impact on such programs. Evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity of standards, procedural, policy and regulatory compliance, and technical competence. Make changes in division functional alignment, balancing workload among subordinates to increase effectiveness of operations.

Basic Requirement for Supervisory Contract Specialist:
***NOTE*** Applicants must meet the basic requirements as defined in 10 USC 1724 (a)(3) and as stated in this announcement.
Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Expert level in interpretation and application of acquisition law; policies and regulations as well as the development of contracting acquisition government packages. Experience applying acquisition strategies to include planning, execution, negotiation, administration, closeout and termination of all contracts. Expert level with controversial and complex actions to ensure established quality contract acquisition operations. Experience in supervisory administrative direction and provide assignments of long range federal contract acquisition contracts and agency objectives in improving the effectiveness and performance of the overall mission.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).

Exception to education requirement: Current employees of the DoD or a member of the Armed Forces who serves as Contracting Officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 September 2000, or who served on or before 30 September 2000 in a position either as an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupational specialty.
