Duties

Help
  • Act on a variety of information pertaining to programmatic contract operations.
  • Serve as the organizational Contracting Officer Representative (COR) liaison/administrator.
  • Ensure objectives of annual financial plans are met on a timely basis by analyzing and reviewing processes, procedures and meeting suspense dates.
  • Represent the National Museum as the contractual authority on a large number of multi-million-dollar contracts covering complex operations.
  • Analyze the requirement, develop procurement package documents, recommend revisions to package documents and key acquisition documents and determine the best course of action on all types of Museum contracts.

  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires that the employee must complete Contracting Officer Representative (COR) training within 6 months of employment.
  • This position is subject to an irregular tour of duty including weekend and/or holiday work schedules or mission assignment.
  • Must complete Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 Certification within 2 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Performing and/or participating in all the phases of the acquisition process through contract completion including requirements definition, acquisition planning, documentation preparation, and contract administration; 2) Developing, modifying and implementing near and long-range acquisition and business plans to identify contract requirements; and 3) Applying regulations and policies to execute and monitor projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Term Appointment NTE: Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Position may be made permanent without further competition contingent upon selectee's eligibility under merit promotion rules, the clearing of the the DoD Priority Placement Program and any applicable hiring limitation exemption approvals.
  • Current permanent Federal Employees, to include current permanent Army employees, who apply to this Term Appointment job announcement will be considered as a reinstatement candidate, and, if selected, will be placed on a Term appointment.
