The Health System Specialist - HPE Analyst position informs the Designated Education Officer (DEO) and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding disbursement agreement (DA) processes and health care operations as they relate to HPE programs.

Duties include, but may not be limited to the following:

  • Serves as the disbursement coordinator (DC) and is responsible for communicating, establishing processes and ensuring compliance with VHA Directive 1400.05 and related Standard Operating Procedures (SOPs).
  • Administers the tasks and procedures required between the VA and the affiliate including establishing DAs and validating multiple data sources.
  • Evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources.
  • Utilizes knowledge and experience in health care delivery systems to oversee and manage disbursement procedures and processes.
  • Manages the special purpose academic fund from OAA and HPT reimbursement processes with the affiliate; synthesizes data, trends, opportunities, etc. for presentation to facility leadership, OAA, or academic organizations using graphs, flowcharts, and other techniques.
  • Completes and reviews the monthly educational activity record (EAR) consolidation and calculations to ensure accurate educational activity reimbursement.
  • Informs and advises HPE management and the OAA program office directly in analyzing and evaluating programs and leading complex processes across HPE programs and affiliates.
  • Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects.
  • Maintains awareness of new policies related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations.
  • Performs other related duties and responsibilities as necessary.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: The work is sedentary, although some slight physical effort may be required. This work is performed in an office setting although some slight physical effort may be required to conduct training events, give presentations, or to observe staff and trainees in their work environment, including inpatient clinical areas. The position will utilize a desk and computer and may need to navigate throughout the facility clinical areas. Stamina and concentration to meet crucial deadlines is required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2025.

Permanent Employee Status: If you are unsure if you have permanent employee status to be considered for this position, you can verify your status by referring to Box 24 on your most recent SF-50. The box must have a 1 or 2 in order to be considered for this position.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-11 position you must have served 52 weeks at the GS-9.
  • For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
  • Examples of appropriate SF-50s include:
    • Within grade increases at the highest grade held; or
    • Promotions with an effective date more than one year old; or
    • SF-50s at the highest grade held with an effective date more than one year old.
    • Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.
In addition to the Time-in-Grade Requirements, you must also meet the Individual Occupational Requirement below:

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Individual Occupational Requirements are and must be meet:

1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR

2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.(TRANSCRIPT MUST BE PROVIDED.)

In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below. These are separate requirements.

GS-11 SPECIALIZED EXPERIENCE:

You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as Managing funds/expenditures such as reconciling invoices, formulating budget needs, and verifying budgetary approvals/requests; Conducts special projects using analyzation and problem solving skills to complete tasks that may arise such as as anticipating obstacles, set measure goals, create reports and proposals; Administration support such as creating reports, planning, coordination, research, and communication skills; Administer and oversee contracts.

OR
  • EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have PH.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPT MUST BE PROVIDED.) OR
  • COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond undergraduate education. (TRANSCRIPT MUST BE PROVIDED.)
GS-12 SPECIALIZED EXPERIENCE:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the healthcare field performing progressively responsible analytical, administrative and clinical management duties. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Qualifying specialized experience is defined as Managing funds/expenditures such as reconciling invoices, formulating budget needs, and verifying budgetary approvals/requests; Conducts special projects using analyzation and problem solving skills to complete tasks that may arise such as as anticipating obstacles, set measure goals, create reports and proposals; Administration support such as creating reports, planning, coordination, research, and communication skills; Administer and oversee contracts; and Establishing processes for assessing, evaluating, and monitoring programs or projects for compliance with Federal Laws, regulations, and guidance

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Work Environment: Work is usually performed in office settings within a clinical environment. The position may spend time in clinical areas of the facility to ensure coordination of schedules, attend meetings, and facilitate program effectiveness. Occasional travel to the VISN office, other VAMCs, and the academic affiliate may be required.
