Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

  • Required to know all medical technology concepts, principles, practices, and methodologies for full oversight of testing programs outside the lab.
  • Knowledge of mathematics and statistics for quality control (QC), quality assurance (QA), proficiency testing, inspection, accreditation, and continuous quality improvement (CQI).
  • Required to know Federal, state, and VHA laws, regulations, reference standards, and accrediting agency requirements for ancillary testing sites.
  • Must be proficient in laboratory IT systems and interconnectivity.
  • Applies new scientific/technological developments to lab testing.
  • Evaluates, interprets, and teaches QC procedures and corrective actions.
  • Acts as a technical supervisor for QC, records control, proficiency testing, inspection, accreditation, and regulatory requirements hospital-wide, ensuring safe and accurate outreach patient testing.
  • Develops a CQI documentation plan for all ancillary testing sites.
  • Coordinates with the Office of the Chief of Staff to identify testing site types and locations within the medical center.
  • Coordinates with clinical service Chiefs for an annual estimate of ancillary testing analyzers and methods, updating the list with new methods/instruments as needed.
  • Designs data collection procedures, identifies QA monitors and indicators, and reviews data with the Chief of service.
  • Performs statistical analysis on QA and QC data to identify and document corrective actions.
  • Implements and monitors protocols for QA, proficiency testing, linearity, instrument maintenance, and user competency.
  • Ensures compliance with patient test management requirements.
  • Develops standard operating procedures (SOPs) for ancillary testing sites.
  • Coordinates training for ancillary testing personnel.
  • Maintains documentation of initial and annual training.
  • Maintains a laboratory performance improvement program.
  • Ensures monitoring of components, customer feedback, and compliance with QC and accreditation requirements (CAP, JCAHO, FDA).
  • Assists with external reviews and follow-up recommendations.
  • Assists with accreditation reviews at other sites.
  • Formulates communications and documents deficiencies.
  • Designs, implements, and monitors QC programs, assuring participation in proficiency testing programs in all lab areas.
  • Designs, implements, and monitors preventive maintenance programs for all ancillary testing sites and clinical laboratories.
  • Writes SOPs for QA for clinical labs, ancillary testing, and remote clinical sites.
  • Ensures completion of mandatory continuing education and training modules.
  • Performs duties as a rotating medical technologist on weekends, holidays, and as needed.
  • Adheres to all P&LMS policies and procedures, including safety and security.
  • Perform other duties as assigned.

Work (Duty) Location: If selected, you may temporarily work at the Jack C. Montgomery VA Medical Center located at 1011 Honor Heights Drive, Muskogee, OK 74401 until the new hospital in Tulsa is completed (projected for March 2026). At that time, your duty station will change to the new Tulsa location: James Mountain Inhofe VAMC, 440 South Houston Avenue, Tulsa, Oklahoma 74127.

Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year).
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

BASIC REQUIREMENTS.

  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. A bachelor's degree or higher from an accredited college or university.
    • Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following: (1) Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program. OR (2) The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination. NOTE: Possession of a certification identified in 4c above automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed.
  • Certification. Candidates must meet one of the certification options below.
    • Generalist certification as an MLS given by ASCP BOC or AMT.
    • Generalist certification as an MT given by ASCP BOR or AMT.
    • Categorical certification or Specialist certification by ASCP or AMT.

GRADE DETERMINATIONS. In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified.

  1. Experience. One year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments.
  2. Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
    • Knowledge of medical technology concepts, principles, practices, and methodologies sufficient to perform full oversight and guidance for testing programs outside of the laboratory.
    • Knowledge of mathematics and statistics as related to quality control, quality assurance, proficiency testing, inspection and accreditation, and continuous quality improvement.
    • Knowledge of Federal, state, and VHA laws, regulations, reference standards, and certifying or accrediting agency requirements to carry out work in each ancillary testing site.
    • Knowledge of laboratory information technology systems and interconnectivity.
    • Skill in applying new scientific/technological developments and theories to laboratory testing.
    • Ability to evaluate, interpret, and teach others to use quality control procedures and implement corrective actions.

Physical Requirements: Must be able to perform moderate lifting up to 20 lbs., straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
