Summary

The Chief, Business Office/Medical Administration Service provides medical administrative support to direct patient care throughout all divisions of the South Texas Veterans Health Care System in addition to the Satellite Outpatient Clinics to manage Business Office functions. This includes administrative support to outpatient intake/processing areas, unit administration, admissions, eligibility counseling, insurance verification, appointment scheduling, patient travel and records processing.

  • Responsible for developing and maintaining close associations of service activities with a multitude of other programs involved with patient care and constitutes a broad and complex administrative structure
  • Exercises considerable independence in his/her actions and act in effect as a representative of the Health Care System Director.
  • Responsible for ongoing analysis for timely recognition of workload/population driven changes in care modalities.
  • Conducts "make-buy" analyses regarding clinical expansions to include new sites of care, the need to add or delete services, and development of practices that support ongoing revenue generation.
  • Responsible for the overall management and general administration of manpower, other resource utilization, involvement in community affairs for improving the public image and maintaining effective relations with local interested organizations.
  • Maintains communication between the Health care system and the Regional Counsel and informs management and staff about matters affecting Medical Administration Service functions, which have actual or potential legal implications. Incumbent familiarizes concerned employees with legal requirements related to their actions and decisions affecting patient care, third party liability, workman's compensation, potential commitment cases, felonies, and civil actions with local authorities.
  • Responsible for supporting Health Care System Director in her fiduciary responsibilities with regards to incompetent Veterans. This would include delegated authority to approve patient fund activity on behalf of incompetent Veterans.
  • Serves as the Chairperson, Co-Chair, or member on various local, VISN, and national committees.
  • Participates on or leads various national workgroups that are established to improve and re-engineer MAS operations, systems, and policies at the local, network and national levels.
  • Leads Integrated Product Teams (IPTs) for Facility and Network initiatives and recommends courses of action.
  • Engages customers regularly and coordinates satisfaction surveys with customers to determine their needs and satisfaction.
  • Through subordinate managers, develops, implements, and evaluates MAS plans and policies for the organization.
  • Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in MAS functions across organizational lines.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for the coordination of patients seeking treatment in the VA health care system. This includes activities associated with billing for the services provided by the VA, and for obligating and preparing payment vouchers for the services rendered by outside source, manages the hospital's patient administration activities. Through a fully developed, comprehensive patient program, provides services and technical counsel to meet the procedural, legal and administrative requirements relating to the care and treatment of patients and to achieve maximum utilization of treatment and care facilities. formulates and issues policies through the Medical Center Director which relate to the broad area of patient administration and provide a basis for sound administrative practices and defining responsibilities for carrying out specific functions, fully participating official working for the Medical Center Director and Associate Director, responsible for providing the influence and persuasion which fosters the acceptance and exercise of sound Business Office/Medical Administration concepts, practices and innovations. Consults and participates with all members of top management in analyzing the broad implications of higher levels of authority, laws, regulations and policies as well as professional and administrative advancement trends, responsible for the effective accomplishment of an overall Business Office/Medical Administration Management Program which is carried out through the administration of professional and technical processes and programs, such as Medical Information, Transcription, Correspondence (Release of Information in accordance with the provisions of the Privacy Act 1974 and the Freedom of Information Act), Admitting and Eligibility, Ambulatory Care, Patient Processing, Outpatient Care, Unit Administration, Medical Record Coding, Fee Basis outpatient treatment, contract hospitalization, unauthorized claims and first and third party billing and collection activity.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
