This position is part of the Office of Enterprise Assessments, Department of Energy, Office of Resource Management. As a Budget Analyst, you will provide expertise in any aspect of DOE's budget process and analyze a variety of highly complex DOE budgetary operations and functions in the assigned organization or program areas including budget policy development and maintenance, budget process planning and development.

As a Budget Analyst, you will:

  • Plan, organize, and execute a long-range, multimillion-dollar budget for an assigned DOE program or area and ensure the effective integration of program and budget planning.
  • Provide expert interpretations of Congressional legislation, DOE, and OMB policies and precedents.
  • Recommend changes in funding and budget plans that if accepted may require management to revise substantive DOE programs.
  • Provide long-range analyses of the potential effects of budgetary actions on assigned DOE programs/projects/initiatives and objectives.
  • Develop programmatic policies and guidelines used by other budget analysts and financial staff to effectively perform their budgetary/financial assignments.
  • Resolve issues from continually changing program objectives, plans, and requirements resulting from new legislation, revised policies, conflicting program and budgetary requirements.

Qualifications

This announcement is open to active DOE employees. SPECIALIZED EXPERIENCE REQUIREMENTS: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filed. A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting at least of 3 of 4 of the following:

  1. Managing budget execution activities, including developing strategies for fund apportionment, and monitoring expenditures.
  2. Recommending adjustments to funding plans in response to changing program requirements or organizational goals.
  3. Providing advice to managementon budget issues, financial viability, or the impact of legislative changes on fiscal operations.
  4. Developing, evaluating, and implementing data systems or methods specifically for tracking, forecasting, or reporting on large-scale financial resources and budgetary performance.

Education cannot be substituted for specialized experience at the GS-14 grade level.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
