This position is located in the Office of Management Analysis and Coordination, Management and Process Analysis Division, Passport Services, Bureau of Consular Affairs (CA/PPT/I/MAC/MP), Department of State. This office is responsible to elevate the use of data analytics methodologies and techniques in determining policies and making management decisions regarding the effectiveness of the bureau's programs and operations.

Duties

Help
  • Identifies and translates complex data analytics concepts, findings, and limitations into concise, written and graphical data analysis in order to evaluate the effectiveness of program operations.
  • Researches and designs presentations and interpretations of analytical outputs tailored to specific audiences.
  • Analyzes new or proposed legislation or regulations to determine impact on program operations and management.
  • Provides technical advice in the collecting, analyzing, interpreting and communicating insights from data.
  • Performs analyses to identify effective administrative processes and those that are ineffective across bureau and/or Department lines.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience developing data-driven solutions to address program challenges.
  • Experience identifying and translating data analytics concepts, findings, and limitations into written and graphical data analysis to evaluate the effectiveness of program operations.
  • Experience assessing project risk through continuous monitoring and communication with contractors, leadership, and customers stakeholders.
