The selectee will serve as a Supervisory Management Analyst (Cyber Operations Strategist) in the Office of Field Operations, Criminal Investigative Division. Typical work assignments include:

  • Directing policy, requirements, and plans as it relates to cryptocurrency assets and ensuring compliance. Assessing the limitations and potential impacts of current and proposed laws, Presidential Directives, Department of Homeland Security policies, and international laws and treaties on cyber programs and operations. Developing options for improving laws and policies related to cyber activities which has a major impact on the operations of the overall division and directorate.
  • Overseeing the development of agency-wide operational cyber-enabled money laundering investigations, policies and strategies. Serving as a subject matter expert in the use of blockchain technology as it relates to, cryptocurrencies, financial markets, and the ability to trace transactions on the blockchain.
  • Directing investigative programs by contributing to the budget formulation process through collaborating with stakeholders to develop resource planning guidance, resource allocation proposals, and congressional justifications.
  • Supervising or managing the work of special agents, and other technical and professional staff that support both the operational and policy aspects of cyber-enabled money laundering and cryptocurrency.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-15 level (starting salary $167,603.00) if you possess one year of specialized experience equivalent to the GS-14 level performing duties such as:

  • Leading strategic and operational initiatives to support cyber and cryptocurrency programs.
  • Assessing cyber and cryptocurrency laws and regulations and developing strategies for implementation.
  • Supervising a team by assigning tasks, setting performance standards, training staff, or managing resources.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
