THIS IS A T5 EXCEPTED SERVICE, INDEFINITE POSITION.

Indefinite appointment cannot exceed 5 years.

Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.


The primary purpose of the AIRMAN AND FAMILY READINESS SPECIALIST, GS-0301-9, is to serve as the family readiness and support services representative at an ANG Wing and coordinate concurrently with the Force Support Squadron Commander/Human Resource Officer (Director of Personnel (DP)) at each wing, Joint Force Headquarters - State (JFHQ-ST) Family Program Director, NGB Family Programs Office, and US Air Force/Major Command (MAJCOM) Family Readiness Directors. The incumbent provides assistance to the Wing leadership in the development and implementation of a family readiness and support program and provide family readiness assistance at the geographic separated unit(s) (GSU).

  • Assists the Air National Guard Wing leadership in the development and implementation of a family readiness and support program. Provides advice and assistance to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization.
  • Provides plans that maximize readiness and support resources for unit family member assistance during day-to-day operations. Assesses, identifies, and determines Wing/GSU family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources.
  • Identifies Wing family needs and concerns and presents appropriate plans, and recommendations to facilitate family readiness and support decisions. Assesses, identifies, and determines Wing/GSU family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources.
  • Coordinates information for seminars, conferences, and orientation workshops as appropriate for family members and volunteers. Conducts briefings and training for family members and volunteers. Reports on family readiness and support program status and concerns, as well as special upcoming programs and events.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

AIRMAN AND FAMILY READINESS SPECIALIST, GS-0301-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: a thorough knowledge and understanding of administrative procedures and practices of management; Experience developing administrative procedures; experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled.

Education

Substitution of Education for Specialized Experience: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.

As a condition of employment, new appointees are required to serve a trial period.
