Help

Serving as a Information Technology Specialist (Applications Software) GS-2210-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Information Officer Directorate, IT Business Management Division.

The primary purpose of this position is providing comprehensive support for applications developed within the Microsoft Power Platform environment. The position supports Power Apps, Power Automate, and Power BI, with a strong emphasis on secure application lifecycle operations and sound data management practices such as semantic data modeling, dataset governance, secure data access, refresh and gateway management, and compliant information handling. The position works closely with application developers, data owners and stewards, end users, cybersecurity personnel, and other IT professionals to ensure the efficient, secure operation, maintenance, and continuous improvement of Power Platform applications and the data they depend upon, upholding principles that protect data confidentiality, integrity, and availability.

Typical duties include:

  • Delivering day-to-day Tier 2 operations, maintenance, and user support for Microsoft Power Platform solutions (Power Apps, Power Automate, and Microsoft Power BI), restoring service using established runbooks while executing scheduled tasks that sustain reliability, performance, and security.
  • Triaging and resolving common production issues, such as failed flows, connector and authentication errors, misconfigurations, refresh failures, and straightforward Data Analysis Expressions, Power Query M language, or row-level security (RLS) application errors.
  • Managing routine operational activities including validating and adjusting dataset refresh schedules and parameters, verifying on-premises data gateway health and service credentials, confirming secure connectivity to authoritative data sources, and implementing low-risk optimizations (for example, parameterized queries, trimming unused columns, and incremental refresh where approved) under change control in non-production environments prior to release.
  • Developing and delivering practical, role-based training, briefings, and job aids that enable secure and effective use of Power Apps, Power Automate, and Microsoft Power BI.
  • Collaborating with application developers, platform owners, cybersecurity personnel, data owners and stewards, business stakeholders, and vendors to support secure solution delivery and governed data access.
  • Executing Information Technology Infrastructure Library (ITIL)-aligned processes for escalations, major incidents, and
    problem management, coordinating with senior engineers, platform owners, and cybersecurity responders to restore critical services
    quickly and safely.

Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience:
You qualify at the GS-11 grade level if you possess one of the following:
  • One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to: 1) Deliver day-to-day operations, maintenance and user support on Microsoft Power Platform solutions; 2) Resolve common production issues; 3) Manage routine operational activities including validating and adjusting dataset refresh schedules and parameters, verifying on-premises data gateway health and service credentials, confirming secure connectivity to authoritative data sources, and implementing low-risk optimizations under change control in non-production environments prior to release; 4) Develop and delivering trainings, briefings, and job aids for use with Power Apps, Power Automate, and Microsoft Power BI; OR
  • A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR
  • A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.

You qualify at the GS-12 grade level if you possess one of the following:
  • One year of specialized experience, equivalent to the GS-11 grade level in Federal service, that demonstrates the ability to 1) Deliver day-to-day operations, maintenance and user support on Microsoft Power Platform solutions; 2) Resolve common production issues; 3) Manage routine operational activities including validating and adjusting dataset refresh schedules and parameters, verifying on-premises data gateway health and service credentials, confirming secure connectivity to authoritative data sources, and implementing low-risk optimizations under change control in non-production environments prior to release; 4) Develop and delivering trainings, briefings, and job aids for use with Power Apps, Power Automate, and Microsoft Power BI, 5) Collaborate with application developers, platform owners, cybersecurity personnel, data owners and stewards, business stakeholders, and vendors to support secure solution delivery and governed data access; 6) Execute IT Infrastructure Library (ITIL) aligned processes for escalations and problem management.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. Physical Demands: The work is primarily sedentary, involving long periods of sitting and using a computer, but may occasionally require walking, standing, and carrying light items such as papers and books. The position may also involve occasional lifting of equipment or materials weighing up to 25 pounds, and the work requires manual dexterity for tasks such as typing, using a mouse, and handling small components.

Work Environment: The work is performed in a typical office setting with adequate lighting, heating, and ventilation, but may require occasional travel for training, collaboration with other teams, or attendance at conferences and industry events. The position must adhere to safety protocols and procedures to ensure a safe working environment, and any travel or off-site work must comply with agency security and operational guidelines.
