Duties

This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management and Budget (AS-PMB), Office of Emergency Management (OEM), Continuity Programs Division (CPD) to be filled in Shepherdstown, West Virginia or Washington, D.C.

At the full performance level GS-13 the major duties of this position include, but are not limited to the following:

1. Manages the Department's participation in continuity communications testing and compliance, including scheduling, planning, and executing operational testing and compliance at multiple locations; engagement with and tracking of participation; providing testing training; collaborating on testing agendas; and managing compliance reporting procedures.

2. Serves as a technical expert in the Department's continuity program communications systems. Assists with planning, preparedness, and policy (PPP) activities for continuity plans and programs that support the resilience of DOI's essential functions and command and control.

3. Manages, reviews, revises, updates, and distributes continuity and communications plans and policies in accordance with external requirements. Represents the Department on working groups to address government-wide continuity and communications policy and operational issues.

4. Coordinates with and collaborates across the Federal Executive Branch interagency and the Department on continuity and mission resilience topics

5. Coordinates and collaborates with intra-agency partners as necessary to manage continuity capabilities.

This position is a drug testing designated position. The incumbent will be subject to background investigation and must be able to obtain and maintain a Top-Secret clearance with SCI endorsement. You will be subject to pre-employment and random drug testing. You will not be appointed to the position if a verified positive drug test is received.

This position is designated as a Mission Critical Emergency Employee and is subject to recall around the clock for continuity operations or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations.

A valid state driver's license is required.

The OS-Office of Emergency Management has determined that the duties of this position are suitable for telework and may be allowed to telework with supervisor approval.


Salary Information:

GS-13: $120,579 to $156,755* per annum
GS-12: $101,401 to $131,826* per annum

*First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience:

GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1) in continuity planning, preparedness, and policy activities for continuity plans and programs, with a focus on continuity communications testing and compliance; and,
2) developing continuity and communications plans, reviewing and interpreting interagency and/or inter-organization policies, and generating policy and programmatic recommendations; and,
3) preparing and/or presenting briefings to senior management on continuity and communications program activities.

3) preparing and presenting briefings to senior management on continuity and communications program activities.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.
