Duties

Help

At the HQDA level, manages the coordination and accomplishment of the plans, scope, design, construction, budget, and direction of assigned engineering and construction projects for Morale, Welfare and Recreation (MWR) and the Armed Forces Recreation Centers (AFRC) in the Department of the Army as well as similar projects for other Services or Agencies. Develops the acquisition plan, project management plan (PMP),obtains adequate funding, and initiates all required documents for fund requests and design construction starts on assigned projects. Performs CFSC functional / technical design review, PVA cost estimate/scope review, DD Form 1391 review, pay request actions, and project oversight to ensure that assigned projects remain within approved PMP parameters. Submits all changes to approved PMP (i.e., cost, scope, and schedule), or project variance approvals to supervisor for action. Analyses technical proposals and formulates recommendations based on sound engineering principals and procedures.

Implements command decisions, guidance, laws, regulations, and policy in the development of project plans. Provides project management functions for major NAF construction, renovation projects, and multiple minor constructions where no DA or DPW project management support is provided. Integrates all project functions such as design, cost, and construction. Establishes responsibilities, schedules, and milestones. Reviews project progress, measures performance, and effects necessary corrective action to maintain schedule and cost. Assures early identification of customer problems or issues and facilitates the resolution of identified problems.

Performs site visits to assess accuracy of design requirements and of contractor performance during construction. Serves as contracting officer representative (COR) on select projects, chairs evaluation boards, and conducts pre-proposal, design and construction conferences. May function as team leader when assigned.

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

MINIMUM QUALIFICATIONS:
Must have successfully completed a full 4-year course of study in an accredited college or university that led to a degree in professional architecture/engineering and demonstrate work experience managing engineering projects.
Or
A combination of education and experience may be substituted for the degree requirement. This would be courses equivalent to a major in architecture/engineering plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study

And; Work experience in project management that included experience related to engineering and the duties of the position. One year work experience equivalent in complexity, difficulty and responsibility to the next lower pay band level.

All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

HIGHLY QUALIFYING CRITERIA:

1) Minimum of five (5) years of specialized experience which includes: Serving as a technical lead or project manager for one or more Military Construction or other Federal Government construction projects, State or Municipal Government projects or other public or privately funded Capital Improvement projects.
2) Knowledge and experience in reading and understanding construction design drawings, specifications, and related reports for all design disciplines.
3) Experience with assisting in the planning and oversight of cost and schedule execution of the planning, design, and/or construction of project in coordination with other functional elements.
4) Experience with leading the development and implementation of Project Management Plans (PMP).
5) Experience with monitoring project performance and reporting on the status of projects against established milestones and objectives to assure the attainment of goals and objectives.
