Duties

Help
  • Coordinate/provide formal oversight utilizing criminal justice information systems including adherence to FBI policies/procedures for the National Crime Information Center, National Law Enforcement Telecom System and relevant State CJIS interfaces.
  • Maintain oversight of the interagency communication center's operations. Provides operational coordination of the technical and program work of the ICC. Ensures compliance with Agency and Departmental Law Enforcement reference manuals and handbooks.
  • Provides technical and administrative supervision to Mission Support Technicians and Administrative Dispatchers working 24 hours a day, seven days a week, 365 days a year.
  • Plans, organizes, supervises, and coordinates the activities of the ICC for Department of Interior (DOI) bureaus, and other federal agencies. United States Forest Service (USFS).
  • Participates in the development, supervision, and implementation of long and short-range plans for the Interagency Communications Center's (ICC's) operations.
  • Coordinates Interagency Agreements (IAAs) with partner agencies for services provided by the ICC.

  • This is a Drug Testing Designated Position. You will be required to submit to screening for illegal drug use and pass prior to appointment. This position is subject to random testing for illegal drug use.
  • Must obtain and maintain the Association of Public-Safety Communications Officials (APCO), Public Safety Telecommunicator (PST), and Communications Training Officer (CTO) certifications or equivalents.
  • Must be able to maintain Field Training Officer (FTO), or equivalent certification.

Qualifications

Selective Factor: This position requires the skills of a qualified typist at the GS-11 grade level. In addition to meeting the experience and/or education requirements, you must be able to type at least 45 words per minute. SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:

  • Applying inspection, investigation, enforcement, and/or compliance principles, concepts, and methodologies; laws, regulations, guidelines and precedent decisions; requirements of various legal jurisdictions; and practices common to industries and entities regulated by applicable programs sufficient to interpret and analyze data and information to make appropriate recommendations to Law enforcement Officers.
  • Comprehensive knowledge of the field techniques of law enforcement officers, special agents and federal employees in order to enable informed tracking, monitoring and support of their activities.
  • Working knowledge of computer software and hardware systems in use in the ICC (Interagency Communications Center), to include complex radio systems; operating systems; Computer Aided Dispatching systems; a multi-function telephone system including E911; personal computers; radio transmission recording devices (long term audio, instant recall, video recorders); Emergency Backup Power Systems, and criminal justice inquiry software, various communications programs, word processing and spreadsheet software, and form creating/editing software (such as MS Word, MS Excel, Adobe, or equivalents).
  • Working knowledge of various computer systems accessed by public safety operations to include NCIC, NLETS, and the appropriate state system(s).
  • Knowledge of management techniques used in planning, budgeting, and procurement with the ability to apply those processes to complex mission support operations.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Physical Demands: The work is basically sedentary but may require frequent trips to network user agencies to attend meetings or obtain project related information. Overtime and rotating shift work are considerations of this job.

Work Environment: The work is primarily performed in an office environment. Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties. However, portions of the work will be accomplished away from the incumbent' s workplace. While on duty, if performing Mission Support Technician duties, the incumbent may not leave the ICC unless relieved by another qualified employee.
