Duties

Help

  • Plans, implements and controls all operational administrative aspects of aviation resource management.
  • Maintains and updates Aviation Resource Management System (ARMS), Patriot Excalibur (PEX)/Omni, and other aviation management software: Operates, maintains, and monitors all pertinent aviation management software at the unit level.
  • Researches, validates, and interprets public law, Air Force guidance, and medical/physiological documentation to monitor and manage flying and ground training requirements.
  • Substantiates personnel listings, determines position status and performs a wide-range of administrative duties.

  • Experience in Aviation Resource Management, Aviation Resource Management System, and other pertinent software is required. Experience in Host Aviation Resource Management office is desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • May be required to participate in contingency situations, real world and exercised as directed.
  • May be required to attend various training course to gain/maintain job proficiency.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Advanced leave accrual may be authorized upon request.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent (may have been obtained in the federal service, military, or public sector). Example of specialized experience includes knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support and flight pay and training requirements. Knowledge of AF operations, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance. Knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status. Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods. Extensive knowledge of ARMS and PEX/Omni work processes and applications to develop database and ad-hoc queries on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes. Knowledge of the objectives, overall design and operating principles of ARMS and PEX/Omni in order to recognize probable interactions within the functions of the assigned programs. knowledge in applying analytical and investigative techniques to apply regulations, policies and concepts pertaining to aviation resource management to evaluate aeronautical order publication, entitlement pays, physical and physiological requirements, suspensions, disqualifications, revalidations, requalification, Ready Aircrew Program, and currencies.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of various aviation management programs, policies, and aviation service eligibility directives.
  2. Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents.
  3. Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database.
  4. Skill in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements.
  5. Skill in inter-personal communication necessary to liaise with aircrew, ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of aviation management policies and procedures.
  6. Ability to update aviation management software and generate products to monitor and ensure flight crews' eligibility for flight, regulatory compliance, and support unit leadership data needs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
