A GS-0101-12, SEXUAL ASSAULT RESPONSE COORDINATOR (SARC):

  • Ensure SAPR VAs apply best practices in victim advocacy, social service principles, and behavioral theories.Oversee the implementation of standardized risk screening protocols and develop tailored interventions for victims.
  • Guide SAPR VAs in preparing "Victim Advocate Recommendations to the Commander" and finalize the recommendations package.
  • Apply skilled communication strategies such as developing rapport and actively listening to support victims.
  • Conduct risk screenings, non-clinical safety assessments, and coordinate with on-base and off-base resources.
  • Accept official reports of sexual assault and prepare recommendations in the absence of a SAPR VA or as requested by the victim.
  • Prioritize confidentiality and informed consent standards, advising victims on the protections and exceptions to confidentiality per Military Rules of Evidence 514 and DoD Sexual Assault Advocate Certification Program D-SAACP Professional Code of Ethics.
  • Inform victims of available resources and manage reports of retaliation, reprisal, ostracism, maltreatment, or transfer requests
  • Ensure ongoing victim assistance and follow-up contact until offense disposition is complete or the victim no longer wants SAPR services.
  • Assist victims in identifying and prioritizing referrals and SAPR program resources tailored to their unique needs.
  • Provide emotional support using trauma-informed practices and culturally responsive services.
  • Develop and maintain working relationships with military and civilian resources to provide warm handoffs to other resources.
  • Advise internal and external stakeholders, including law enforcement, legal professionals, healthcare providers, and community organizations, to facilitate a cohesive approach in sexual assault cases.
  • Serve as a SAPR subject matter expert in interdisciplinary meetings and initiatives.
  • Manage SAPR cases and referrals, including data entry of official reports into the Defense Sexual Assault Incident Database DSAID within applicable timeframes.
  • Ensure compliance with DoD and Service policies, legal requirements, and guidelines to maintain high data quality.
  • Plan, schedule, and deliver comprehensive SAPR training for diverse stakeholders, covering policies, procedures, reporting options, and other pertinent topics.
  • Develop and collaborate on SAPR public awareness campaigns, including planning events for Sexual Assault Awareness and Prevention Month.
  • Coordinate with other support agencies to ensure SAPR representation at events addressing the continuum of harm.
  • Communicate the organization's strategic plan, mission, vision, and values to the SAPR VAs and integrate them into the team's strategies and goals.
  • Cach SAPR VAs on problem-solving methods, trauma-informed victim advocacy practices, and procedures.
  • Lead the SAPR VA team in workload distribution, maintaining a 24/7 sexual assault response capability, and ensuring a collaborative approach to case management.
  • Identify training needs within the team and coordinate with the Supervisory Principal SARC to provide or arrange for training sessions.
  • Monitor and report on the status and progress of work, ensuring deadlines and quality standards are met.
  • Serve as a coach, facilitator, and negotiator in coordinating team initiatives and consensus-building activities.
  • Maintain program and administrative reference materials, project files, and relevant background documents.
  • Prepare reports and briefs, maintain records of work accomplishments, and coordinate the preparation and communication of work-related information to the Supervisory Principal SARC.
  • Represent SAPR VAs in dealings with the Principal SARC, command, and/or state leadership to obtain resources and secure needed information or decisions.
  • Report on team and individual work accomplishments, work problems, progress in mastering tasks, and training requirements.
  • Estimate and report on progress in meeting established milestones and deadlines, ensuring team members participate in planning for achievement of team goals
  • Resolve simple, informal complaints from SAPR VAs and refer formal grievances and appeals to the appropriate management official.
  • Inform the supervisor of performance management issues and recommend related actions such as assignments, reassignments, promotions, and performance appraisals.
  • This role is crucial in ensuring a comprehensive and cohesive response to sexual assault cases within the military, providing support and advocacy for victims, and maintaining compliance with DoD policies and guidelines.

  • Essential Personnel position subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration. Requests to exceeding 14 days in a year must be approved by the NGB.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Duties and responsibilities may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Required to obtain and maintain DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification with annual continuing education training requirements
  • Required to obtain within 60 days of appointment to a Position of Trust and Moderate Risk; the employee must have a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB.
  • Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
  • Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
  • Must have a valid state driver’s license for the state in which they live or are principally employed.
  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
  • Must maintain an active D-SAACP certification in accordance with (IAW) Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03. I
  • In the event that D-SAACP certification expires, is suspended or is revoked, the individual is not authorized to serve in any SAPR position or perform SAPR duties until D-SAACP certification is reinstated.
  • Failure to maintain D-SAACP certification may result in disciplinary and/or adverse action up to removal from federal service.

GENERAL EXPERIENCE:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. ***Please reference Education Requirements for specific degree requirements.

or

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE:
Must have at least 48 months or 36 months experience (with degree or combination); or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

1 year specialized experience equivalent to at least the next lower grade level. ***You must provide an SF50 showing you meet this requirement***

Education

Education Requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree. ***Please reference GENERAL EXPERIENCE for qualifications without an awarded degree.

  • Knowledge of DoD and Service specific programs and structure, along with local, state, federal, and military laws; regulations; policies; and executive orders
  • Knowledge of accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, and other acts of interpersonal violence.
  • Ability to reach independent and authoritative conclusions as to appropriate actions needed to provide crisis intervention support and assess victims' needs, safety, and levels of risk in serious and complicated cases.
  • Skill in assessing installation program needs to accomplish goals and objectives, evaluating program results and effectiveness, and recommending and/or implementing solutions for improvements.
  • Ability to effectively communicate both verbally and in writing with all levels of management, staff, and military personnel and their families.?
  • Knowledge of complex organizational dynamics, impact of management styles, organizational cultures, and ethics sufficient to identify and propose changes that resolve systemic problems.
  • Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.?
  • Knowledge of the available military and civilian resources on-installation and off- installation, what each resource can provide for a victim, and limitations and/or exceptions to confidentiality that may apply for to each resource.
