Help

As the SME for the VISNs C&P program, the incumbent is responsible for overseeing, analyzing, and improving programs relating to C&P program functions at all VAMCs within the assigned VISN. The C&P Officer provides oversight reports, consultation, guidance, and monitoring of facility programs. Also advises, compiles, analyzes, and synthesizes VISN C&P program performance data to identify strengths, weaknesses, and improvement opportunities, and other duties as assigned.
Work of the C&P Officer includes, but is not limited to:

  • Serving as the VISN's expert on the C&P program
  • Performing as the VISN Subject Matter Expert (SME) on the following topics, including, but not limited to:
  • Credentialing of licensed independent practitioners (LIP) and non-LIPs;
  • Privileging and privileging related matters including focused and ongoing professional practice; Adverse privileging actions; Reporting to the National Practitioner Data Bank (NPDB). Reporting to State Licensing Boards (SLB); Serving as primary contact/ liaison for the VHA Medical Staff Affairs Program Office related to VISN level questions, concerns, and guidance related to facility level credentialing and privileging programs.
  • Providing SME guidance to VISN and facility level leadership of all levels related to credentialing, privileging, adverse privileging actions, NPDB reporting, and SLB reporting.
  • Ongoing monitoring and auditing of facility level C&P programs within the VISN utilizing VetPro reports, mandatory auditing and reporting tools, interviews, and on-site audits.
  • Demonstrating expertise in utilization of the VetPro credentialing system including knowledge of the credentialing and privileging process, documentation of primary source verifications, how to audit credentialing files and reporting functions.
  • Ensuring national level reporting requirements are accurately completed by medical centers within the VISN including, but not limited to, quarterly security reports, quarterly accuracy certification of the Our Provider's website, and accuracy of the V A/DoD shared provider registry.
  • Reporting results from monitors and audits to VISN Leadership with action plans for corrective measures and follow-through to completion of demonstrated improvements.
  • Providing regularly scheduled reports to VISN Leadership through VISN level committees (e.g. Quality, Safety and Value Committee, Healthcare Delivery Committee) outlining best practices, system improvements, areas requiring improvement, action plans for corrections, and identified trends in findings from ongoing monitoring.
  • Providing education and training for VA Medical Center credentialing specialists, Chiefs of Staff, Associate Director for Patient Care Services, clinical service chiefs, human resource staff, quality managers, and others who are impacted by the credentialing and/or privileging processes.
  • Completing educational audits to ensure compliance with mandatory training requirements related to, but not limited to, credentialing, privileging, reporting to NPDB, and reporting to SLBs.
  • Facilitating a credentialing specialists' community of practice across the VISN;
  • Serving as the first line contact with VA Medical Centers C&P Managers/program leads for C&P questions and concerns.
  • Serving as the lead SME and point of contact with the VHA Medical Staff Affairs (MSA) program office for the VISN.
  • Assessing, monitoring and providing follow up for issue briefs concerning C&P issues from the VISNs VA Medical Centers.
  • Proactively identifying risks noted during monitoring and oversight of VA Medical Center C&P programs, developing action plans to mitigate the identified risks, and implementing the action plans with ongoing monitoring to determine success in mitigation.
  • Performing on-site routine and "for-cause" program assessments of all aspects of facility level credentialing and privileging programs on behalf of the VISN CMOR. Monitoring compliance of completion of the mandatory annual self-assessment tool by VISN medical centers.
  • Assesses and evaluates results from the self ­assessment tool identifying best practices, risks, and non-compliance with action plans for risk mitigation, correction of non-compliant findings, and compiling a roll-up of results to present to VISN leadership.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Progressively responsible analytical or administrative, clinical management, or supervisory experience in credentialing and privileging, knowledge of credentialing and privileging rules, regulations, and standards. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    • Missions, organizations, programs, and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • Preferred Experience: Experience in Credentialing & Privileging.
