Duties

Help

- Plans, directs, and organizes the activities of the OED/CIG/StormSystem Team's technical operations and support functions, ensuring that they comply with legal and regulatory requirements and meet customer needs. This intelligence position serves as a StormSystem Operation and Technical Specialist for a dynamic organization that is fulfilling critical intelligence support functions of real-time and planned military combat operations.

- Coordinates with the contract lead to collect input from contract team members in order to identify potential new opportunities to advance the StormSystem mission. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.

- Counter Intelligence and Operations Subject Matter Expert. The StormSystem Operation and Technical Specialist leverages advanced technical expertise and knowledge of Advanced Persistent Threat (APT) TTPs and infrastructure to provide contextual knowledge to understand customer needs and insure output documents create the required effect for the target network environment.

- Represents StormSystem team with a variety of installation and functional area organizations. Serves as a senior liaison and initiates/sustains collaboration between the StormSystem team and external partners across DoD, federal LE/CI, USIC, and acquisitions agencies on all matters pertaining to StormSystem technical operational support, analysis, and reporting and technical collection, tools, and data streams.

  • This is a Centrally Managed position. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

  • Incumbent must possess and maintain a valid state driver's license.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters. Periodic shift work may be required if assigned as a watch-standing analyst.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of technical methods, principles, and practices in order to implement the StormSystem defined objectives including the technical development, gathering customer requirements, identifying useful output, and coordinating with the development team. The employee is responsible for providing regular status updates to the CIG Chief. Overseeing the identification and integration of technical solutions and tools into the StormSystem environment to include document production and monitoring tools, and serving as a technical advisor to StormSystem analysts and leadership. Oversees the analysis and production of complex information produced to support customer requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

AND

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as foreign threat entities, operations, and capabilities that may be directed against USAF, DoD and other US resources.

2. Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis. And other intelligence collection related activities.

3. Knowledge of the principles, concepts, and methodologies of LE/CI operationally focused entities to insure the proper output to support their operation.

4. Knowledge of complex systems development in order to be able to communicate requirements collected from users to developers; knowledge of cyber threat intelligence principles including indicators of compromise types, indicator pivoting, and attribution strength; knowledge of Advanced Persistent Threat data collection using open source and/or commercial analytic tools or data repositories.

5. Skill in coordinating the production of finished StormSystem output to support customer operations as well as other products and services designed to meet the specific needs of customers to include directing the formulation and conducting original research, organizing, and analyzing information, resolving conflicts, and presenting clear and concise findings. Skill in handling classified data in accordance with established DoD procedures.

6. Ability to plan, organize, and direct the functions and staff of a medium sized organization; and ability to communicate effectively, both orally and in writing.

CONDITIONS OF EMPLOYMENT CONTINUED:

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 179 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel.

ADDITIONAL INFORMATION:
This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
