This position is located in Executive Office for United States Attorneys (EOUSA), Acquisitions Staff. The Acquisitions Staff provides technical guidance and contracting operations to the United States Attorney's Offices (USAOs) and EOUSA staff offices. Typical work assignments will include:
Analyzing and evaluating contracting matters, developing, and recommending contracting policies and procedures, and guiding and managing contracting activities.
Provides technical guidance and expertise concerning procurement statutes, regulations, and Departmental and agency policies regarding the procurement process.
Advisory services focus on technical contracting issues to include advance acquisition plans, business clearances, pre-award surveys, cost and price analysis, contract administration and methods of procurement.
Negotiates and awards complex, high dollar value Open Market contracts and "Best Value" delivery orders against GSA Federal Supply Service Schedules.
Analyzes district needs and contracting operations, identifying options for consolidating contracts.
Participates in the preparation of policies and procedures at agency level based on changes in statutes, regulations and best practices and makes recommendations for implementation.
Coordinates procurement training conferences.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation

Qualifications
PLEASE READ THE EDUCATION SECTION IN ADDITION TO THE QUALIFICATIONS SECTION. In addition to meeting one of the basic requirements as described in the EDUCATION SECTION, applicants MUST also meet the following grade specific qualification requirements below.
GS-12: To be eligible at the GS-12 level, you must have at least one full year of specialized experience at the GS-11 level.
Specialized experience is defined as experience performing pre-award and post-award acquisitions; performing reviews of acquisition packages; evaluating proposals and advising on performing technical and cost evaluations, pre-award; executing award documents and modifying contracts; and assisting in financial management reviews, purchasing system reviews and/or property system reviews.
GS-13: To be eligible at the GS-13 level, you must have at least one full year of specialized experience at the GS-12 level.
Specialized experience is defined as experience reviewing acquisition packages, that include justifications, statement of work, evaluation criteria, and delivery schedules to ensure compliance with proper procedures and regulations; ensures solicitors meet financial and best value determinations; performing cost and price analysis; conducting contract negotiations to meet customer needs; preparing contact award packages; and conducting pre-award management reviews for financial, purchasing systems and/or property system contracts before final contract award
***It is preferred that the applicant has a current Federal Acquisition Certification in Contracting (FAC-C) or equivalent***
All applicants must be able to obtain and retain a Federal Acquisition Certification in Contracting (FAC-C). FAC-C has specific training requirements with some courses online as well as classroom courses. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement.

Education
In addition to meeting one of the grade specific qualifications requirements as described above in the QUALIFICATIONS SECTION, applicants MUST also meet the following basic requirements below.
Basic Requirements for GS-5 through GS-12
a. 4-year course of study leading to a bachelor's degree with a major in any field;
OR
b. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management**;
OR
c. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

Basic Requirements for GS-13 and Above
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
