Major Duties:  

Installs, modifies, repairs, maintains, troubleshoots, tests and loads new and existing electrical lines, circuits, systems, associated fixtures, controls and equipment as a skilled journeyman level. Works from building plans, blueprints, wiring diagrams, engineering drawings, and electrical maintenance and repair manuals to plan and lay out the routing, replacement, type, size, gauge, balance, load, continuity, and safe operation of electrical lines and lighting, circuits, systems, equipment and controls.  Determines and places distribution panels, junction boxes, fittings, and connections and installs wiring, couplings, conduit, relays, fixtures, transformers and other electrical devices.  Plans and lays out work, tracing hard-to-locate defects or problems, and completing repairs and installations with little or no technical advice and with minimal to no supervision.  

Duties And Responsibilities:
Disassembles and/or modifies electrical conduits and power circuitry as needed to accomplish work. Retrieves complex modifications to workshop or when specific testing equipment is needed to reconstruct or build a working prototype. Volt meters, ohm meters, meg meters and spike meters are used on field to trouble shoot, locate and repair damaged or poor electrical circuitry.  On field duties may require modification of electrical fixtures, equipment with incomplete schematics or drafts.  

Studies and develops layouts of electrical systems and construction sketches.  Reads and interprets engineer blueprint or manufactures handbook and makes recommendation of changes based on the compliance of Local or National Electrical Codes.  Basic repairs are performed by removing, replacing, tightening, splicing, soldering, insulating or modify defective wiring, controls, equipment and fixtures (i.e. bare wiring, burned out switches, defective electrical plugs/relays, loose connections/fittings, damaged light fixtures and thermostats).  Ensures work performed is in accordance with National Electrical code or Local Regulation, determines precedence base on local laws.

Inspects facility to ensure requested or planned work is feasible, preparing electrical scopes and reflecting actual conditions and recommending revisions as needed.  Analyzes work to accomplish considering accepted trade practice and prepares rough drafts, plans, material, and sketches of required projects as deemed necessary.  Plans and prepares entire scope of projects with detail plans and sketches.  Utilizes Engineer Performance Standards to develop man-hour requirements as needed.  

Ensures proper construction codes for electrical work are in accordance with local and national standards.  Prepares Bill of Material which includes detailed estimate of material required for each work center listing stock number, nomenclature, unit and total price to complete minor constructions and/or capital projects.  Determines schedule for accomplishment of projects and serve as a consultant on technical aspects of the job required, inspect and investigate changes either in project, material or labor requirements.  Prepares labor material and equipment cost estimates.

Assists customers and communicates positively in a friendly manner.  Takes action to solve problems quickly.  Alerts the higher-level supervisor, or proper point of contact for help when problems arise.  Adheres to safety regulations and standards.  Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.  Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Performs other related duties as assigned.

Responsibility: Works under the supervision of the designated supervisor or senior grade level.  Performs recurring routine repairs independently.  The supervisor checks overall work to see that it meets accepted trade standards and is completed in a timely manner.

Physical Effort: Position requires prolonged standing, stooping, bending, kneeling, climbing, and working in tiring positions. Work involves frequently lifting or moving objects up to 45lbs independently and objects over 45lbs with assistance.

Working Conditions:  Work is performed both indoors and outside.  May be exposed to extreme temperatures, inclement weather, high level of noises, dirt, grease, electrical shock, burns, and possible fall from ladders.  May be exposed to high voltage, radiation, chemicals or carcinogens.  Must wear issued protective gear.

This position may be required to travel from MCCS Miramar to MCCS Big Bear Recreational Facility to complete construction and maintenance projects as needed.  Work may require more than one day off site.

EVALUATIONS:

Qualifications

  • Must be a qualified journeyman or a minimum of 5 years experience in the area of electrical trade Must have thorough working knowledge of sophisticated electrical circuitry to include construction, installation, operation and troubleshooting of electrical equipment.  
  • Knowledge in planning layouts, draft sketch and of electrical constructions, evaluating and estimating man hours and material for minor or capital constructions.  
  • Skilled in testing, repairing, modifying, installing, slicing, soldering, insolating, replacing electrical conduit and / or relays.  
  • Must be skilled in reading, maintaining, and understanding various types of electrical equipment used to troubleshoot, test and repair electrical fixture or equipment.  
  • Must have the ability to independently layout electrical circuitry, installation wiring diagram, install strain gauge circuits and modify diagram to meet National Electrical Code.  
  • Must have knowledge of danger signs and intricate warnings of meet electrical malfunction or defective equipment (i.e. power relay, conduit, and switches).
