Help

The incumbent of this position serves as the Assistant Director for Tactical Operations with full technical responsibility for managing, administering, and executing the development, implementation, and operation of programs, policies, and procedures pertaining to the United States Marshals Service tactical programs. The incumbent is responsible for directing the operation of the Special Operations Group, the Centers for Disease Control and Prevention Strategic National Stockpile Security Operations Program, the Communications Center, the Emergency Operations Center, the Special Assignments Program, the Continuity of Operations Program, the Continuity of Government Program, the Explosives Detection Canine Program, the Critical Incident Response Team Program, and the Incident Management Team Program.

Qualifications

Applicants must show clear evidence of their demonstrated leadership ability by addressing the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) embedded within their resume. As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:

Directing the work of an organizational unit; Ensuring the success of one or more specific major programs or projects; Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; Supervising the work of employees; and Exercising important policy-making, policy determining, or other executive functions. Failure to meet the basic qualification requirement and address all Executive Core Qualification and Technical Qualification factors will result in your application being disqualified.

EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

NOTE: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM furnish proof of prior SES appointment or completion of CDP program with their application.

Fundamental Competencies: These competencies are the foundation for success in each of the Executive Core Qualifications; Interpersonal Skills, Oral Communication, Continual Learning, Written Communication, Integrity/Honesty, Public Service Motivation. The Fundamental Competencies are crosscutting; and should be addressed over the course of each ECQ narrative. It is not necessary for you to address the Fundamental Competencies directly as long as the narrative, in its totality, shows mastery of these competencies on the whole.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs) - Please include information on the scope and complexity of your experience in the following Technical Qualifications.

Each MTQ is limited to two pages. The applicant must address the MTQs as separate narrative statement not to exceed 2 pages per MTQ. Applications without separate narrative statement will not be considered.

MTQ1 - Demonstrated experience in managing highly sensitive law enforcement operations that are subject to congressional, media and/or public scrutiny, including but not limited to the direction and oversight of quick reaction forces, the Execution of Continuity of Operations and/or Continuity of Government programs, and the oversight of Incident Management and Critical Incident Response teams.

MTQ2 - Demonstrated experience in developing, managing, and advancing component level Security Programs including but not limited to personnel security, document security, physical security, communications security and emergency planning.

MANDATORY REQUIREMENTS: Applicants must have prior experience in a primary law enforcement position and immediate prior experience in a position approved for coverage under 5 U.S.C. 8336(c)(1) or 5 U.S.C. 8412(d), since this position includes responsibility directly involving the investigation of criminal activity. This position is also covered by the law enforcement officer retirement provisions and has a mandatory age requirement. If applicants are over the age of 37, they must have been or currently covered by the special retirement provisions and be able to complete at least 20 years of covered service by age 57.

2. Applicants deemed minimally qualified will be referred to an Executive Resources Board (ERB) to further evaluate applications.

3. The ERB will further evaluate applications to determine the best qualified applicants for referral to the hiring official.

4. Best qualified applicants will be referred to the hiring official and may be invited to participate in a structured interview. Interviews may be in a virtual setting or in person at USMS offices.

5. The selected individual will be further evaluated by the Office of Personnel Management (OPM)-Qualifications Review Board (QRB) as required by law. OPM must review the executive qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. All SES candidates will be now subject to a Structured Interview that will be conducted virtually, as part of this process.
