This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: you will serve as a Supervisor to a fully staffed shift of Air Traffic Controllers, planning work assignments, setting priorities, and assigning work, including rotating controllers through positions of operation.

Duties

Help
  • Perform controller duties, as required, and provide assistance to controllers during unusual or emergency situations, including cooperation with law enforcement agencies.
  • Perform public relations duties such as facility tours, community aviation education, and liaison with tenant organizations and other facilities.
  • Evaluate the operational effectiveness of facility systems, subsystems, and equipment to include recording and reporting of outages and actions taken to correct any discrepancies during the shift.
  • Plan work assignments, set priorities, and assign work for a fully staffed shift of Air Traffic Controllers ensuring the efficient operation of the ATC facility.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You must be able to obtain and maintain a Secret clearance.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • May be required to complete occasional business travel, up to 25% of the time.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. The incumbent must be exempted from recall to active duty.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program. Must sign DA Form 5019 acknowledging both pre-appointment and periodic random drug testing requirements.
  • You maintain personal physical fitness IAW AR 40-501. A pre-employment physical is required. You must be able to pass a Class II flight physical.
  • You must have and maintain ATCS and Control Tower Operator certification and continue to maintain facility ratings and remain current in both control tower and airspace information center.
  • Position is covered under Special Retirement Coverage and may have a maximum entry age (36) and mandatory retirement age (56).
  • You must have all required facility ratings IAW AR 95-2.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes advising pilots of traffic patterns, weather and airfield conditions; directing the movement of aircraft in flight and on runways/taxiway; and giving clearance for takeoff and landing of a variety of military and/or civilian aircraft. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
