Duties

Help

Provide leadership and/or oversight to complex IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; lead the definition and review of customer and stakeholder requirements; ensure plans and schedules are developed and followed throughout the life of the project.

Lead the OIC CIO's programmatic oversight of foundational IC IT Services of Common Concern, and the cybersecurity and enterprise architecture requirements of those services.

Partner with IC, DoD, and Federal Civilian (FEDCIV) to review and capture future IT requirements in support of the OIC CIO IT priorities.

Conduct budget and execution oversight of the IC's investments and develop and implement strategic messaging campaigns to advocate for OIC CIO and IC resources throughout the Intelligence Planning, Programming, Budgeting, and Evaluation process.

Oversee existing and develop opportunities to expand enterprise license agreements for key technical functions.

Brief (or prepare ODNI seniors to brief) OMB and Congressional appropriations and authorization committees to advocate for budget requests for IC-wide IT programs.

Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.

Mentor and provide professional development guidance to expand staff members' skills to provide strategic, proactive leadership skills and provide them the opportunity to exercise those skills as they develop and oversee plans to provide oversight over IC IT environment-related projects.

Qualifications

Mandatory Requirements:

Expert program management, analytic, and critical thinking skills, including the ability to conduct program and
management assessments, identify needs and requirements, and develop non-linear process improvement
recommendations for implementation across the Intelligence Community.

Proven leadership ability and business acumen, capable of developing effective integration strategies, building coalitions, and driving change to improve operations within large, complex organizations.

Superior ability to effectively manage resources, to evaluate existing needs, and anticipate changing requirements, to balance competing priorities, and evaluate budget estimates.

Expert knowledge of the Intelligence Community mission, objectives, policies, and authorities. Substantial experience in applying budget and program management principles and methods to large complex programs in support of the IC mission.

Superior leadership and management skills in planning, recruiting, developing, managing, and directing multidisciplinary teams.

Superior oral and written communications skills to include the ability to clearly convey concise, informative explanations and briefings to a variety of audiences.

Superior interpersonal skills to work effectively with internal and external leaders and the ability to network and coordinate across the Intelligence Community.

Superior understanding of current and emerging technology (e.g., AI, Quantum and Cloud Computing).

Job Interview Travel:
Candidates from outside the Washington, D.C. area may be selected for a telephone, teleconference, or in-person interview.

Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
