The primary purpose of this position is to provide technical advice and guidance to the Chief of Excess Cost Adjudication Function and senior leadership in the planning, managing, and analyzing of personal property excess cost and adjudication to improve movement experiences for Department of Defense customers' services by Air Force Personal Property Offices worldwide.

Duties

Help

  • Performs second-level analytical reviews of excess cost case files prepared by evaluators. Researches and audits excess cost associated with USAF Traffic Management Personal Property shipping records; provides SME guidance to office staff and external customers from other government agencies.
  • Manages reviews and audits of DD Form 139 (charge against the member's/employee's pay) for accuracy to establish a finding to sustain, increase, decrease, or cancel the debt.
  • Provides technical direction, evaluation of personal property transportation entitlements, audit and adjudication of case files. Drafts, prepares, endorses official written correspondence notifying members/employees of their financial obligation exceeding lawful JTR entitlements; all documentation is processed through Financial Services Office or DFAS-DE, as appropriate.
  • Represents the PPA HQ Excess Adjudication Function with a variety of installation and functional area organizations.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities; Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies; Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services; Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities; Providing advisory service involving commodity analysis from the transportation standpoint; Using comprehensive knowledge of U.S. Code of Federal Regulations (Title 49), Military Rate Tenders, Comptroller General decisions, General Accounting Office decisions to analyze and resolve problems pertaining to movement of personal property; Practical knowledge of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include; DoD transportation systems, commercial carrier operations and tariffs; and related areas such as storage, packaging requirements as are involved air, motor, rail, and water movements; Extensive knowledge of transportation entitlements of Air Force members and civilian employees to, from, or between any of a variety of locations within CONUS and around the world.

OR

EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Extensive knowledge of the full range of transportation operations as related to shipment and storage of personal property. Extensive knowledge and ability in determining excess cost and unauthorized entitlement computations.
  2. Knowledge and skills in the application of the instructions, regulations, directives, US Code of Federal Regulations (Title 49), DTR, JTR, AFI-24-602v4, AFMAN 65-116V1, DoD 7000.14-R, local operating procedures, governing entitlements, and shipment and storage of personal property including Comptroller General Decisions, GAO, Military Rate Tenders, local tariffs, Interstate Commerce Commission Rules, and traffic management policies and procedures.
  3. Knowledge and abilities of complex procedures and rules concerning payment of government claims (e.g., transportation of HHG, etc.); comprehensive financial and accounting processes, procedures, and controls; and accounting terminology, accounting structures, and the interrelationships of accounts and the effects of transactions.
  4. Employee applies/coordinates with commercial carriers and transportation operating agencies to resolve problems, factors like equity, intent, purpose, and objectives under public law and directives in evaluating and adjudicating excess cost of household goods, mobile homes, POV, and boat shipments.
  5. Ability to determine Air Force clerical practices to include correspondence format and the terminology used to communicate with Service-Level and federal agencies to acquire personal property and accounting information and use computer and computer applications. Ability to gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound decisions. Communicate effectively both orally and in writing. Courteously respond to a broad range of questions from government agencies, activity personnel, other service HQs, USSF, USTRANSCOM, Defense Finance Accounting Service (DFAS), Military Claims Offices, AFPC, Department of State (DOS), (J)PPSO, Syncada employees, commercial carriers, TSPs, and/or others regarding the shipment and storage of personal property. Ability to operate a calculator and skill typist is required. Ability to analyze, correlate, and evaluate transportation shipment data for input into automated data systems.
  6. Knowledge, skills, and ability in the use of various office automation software programs to include ECAFIS, JUMPS, Syncada, DPS, and MARKS, MMPA, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and graphs. Knowledge of organizational missions, objectives, procedures, and regulatory framework for traffic management programs within which DoD and other federal agencies operate.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
