***This is a Title 5 National Guard Employee position description. **This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"

This position is located in the Air National Guard (ANG) Wing, Comptroller Flight. The purpose of this position is plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs.

The purpose of this position is to processe data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.

Incumbent will also resolve pay and entitlement problems unique to the customer, review accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. They will also, perform post-audit voucher review and execute internal control procedures to protect against fraud, waste, and abuse.

Qualifications

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO AREAS OF CONSIDERATION (AOC) 1.
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)",

Area 1: Current employees (Tenure 1 and 2 / internal to the Agency)
Area 2: All other applicants (external to the Agency).

GENERAL EXPERIENCE: Skill in collecting data effectively, efficiently, and accurately, ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication, ability to write English in reports and presentation formats, ability to communicate clearly and effectively; and, skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE: Is experience that prepares the applicant to perform the prescribed duties of the GS-0501 position. An applicant must demonstrate the specialized experience competencies, as cited in each Series' grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service. Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry level position.

To be rated qualified for this position your resume must show definitively at least 24 months experience in the following-

  • Basic principles and concepts of the National Guard financial business program requirements.
  • Private or public finance program experiences, along with competencies, that provided knowledge of financial principles and procedures.
  • Experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
  • Specialized experiences in providing analysis, validation, processing and correction of financial transactions.
  • Experience in the identification of issues/problems involving the full range of financial services.
  • Skill in working with ANG inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.
  • Skill in the ability to perform pay analysis of complicated pay, travel, and accounts payable issues involving corrective actions.
  • Skill in analyzing particular facts of financial transaction problems/issues, verify and evaluate data; and obtain additional information to reconcile discrepancies or inconsistencies.

Education

Substitution of Education for Specialized Experience. To qualify for the National Guard GS-0501 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered minimally qualified for the GS-09 entry-level position.

THIS IS A FINANCIAL MANAGEMENT LEVEL 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Participation in direct deposit is mandatory.
