Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for Information Technology (IT) Management Series, 2210 (Alternative A).

Specialized Experience: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one year of specialized experience at the next lower grade, GS-11 or equivalent, which includes knowledge of Iof systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment, and to resolve unusual and difficult issues, and create new techniques for use. Knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware; optimize functionality of systems; analyze, diagnose, and recover failed systems. Knowledge of methods, principles, and practices covering troubleshooting of complex computer system failures, recovery of systems, adjusting, modifying, and improving systems to include hardware and software components. Knowledge of methods and practices involved in the integration of system components sufficient to optimize system performance. Knowledge of new or revised policies, practices, and technical management guidelines to provide advisory services, consultation, technical assistance, and training.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of wide range of principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
  • Knowledge of the latest advancements in technology to resolve unusual and difficult issues and initiate corrective or preventative action to ensure optimum performance of the system.
  • Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.
  • Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
  • Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state of the art technology.
  • Ability to communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build competencies, knowledge/skills that can provide valuable training/experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education programs. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE:

  1. CAF AFETS specialist is subject to short notice TDY deployment and/or PCS move to meet worldwide operational/mission requirements. This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.
  2. This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
  3. Based on operational necessity, TDY away from home base in support of other CAF units may require travel by military air.
  4. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
  5. Must meet physical requirements for immediate worldwide deployment, remote from adequate medical facilities, for extended TDY. This position may require employee to work under adverse environmental conditions.
  6. The physical requirements of this position, as determined by the manager, are: requires some physical exertion, such as long periods of standing; recurring actions such as bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of light to medium heavy items, such as routers, switches, and servers.
  7. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  8. Must be able to obtain and maintain a Top Secret clearance.
  9. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  10. Incumbent may be deployed to a remote area and requested to be armed or the position has access to firearms or ammunition IAW AFI31-207. When this situation occurs, the position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this publication.
  11. Must have and provide a high degree of specialized experience supporting cyberspace enterprise network services in a Combat Communications or Air Control Squadron or Network Operations Squadron or Air and Space Communications Squadron unit or equivalent civilian cyberspace network services experience in order to be found well qualified for the position.
  12. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may resulting removal from this position. This position has been designated as IAT Level II.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
