The primary purpose of this position, SUPERVISORY PROCUREMENT ANALYST, NH-1102-04 is to serve as the first level supervisor providing planning, directing, organizing and exercising control over nonsupervisory employees in the organization, as the AFICC/KUP Chief of Contracting Processes and Pricing.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain a Secret security clearance.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
  • In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This is an acquisition coded position. Selectee must have completed all mandatory training requirements for Level 2 certification in Contracting.

Qualifications

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Department of Defense (DoD) Qualification Standards for General Schedule Positions, 1102, Contracting Series IOR.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. Please provide copies of unofficial transcripts with application.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-13, NH-03, or equivalent in other pay systems. Specialized experience is described as analyzing and evaluating cost/price methods; knowledge of contracting laws, regulations, and procedures; and/or ability to conduct negotiations.

In addition to meeting the basic educational requirement as well as the Specialized Experience requirement, applicants must have:

Basic Requirements for Critical Acquisition Positions: The Secretary of Defense shall designate the acquisition positions in the Department of Defense that are critical acquisition positions, applicants must:
1) Be eligible for GS-14, or equivalent; and
2) Hold a bachelor's degree; and
3) Have completed all mandatory training requirements for Level II or III certification as prescribed by the head of the agency for progression to higher level contracting positions; and
4) Possess four years of acquisition experience. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower grade level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

This is a Critical Acquisition Position (CAP). Unless waived, the selectee must: be member of the Acq Corps or be able to be inducted in 6 months; agree to remain in this position for 3 years; meet certification requirements or be able to meet them within 2 years; engage in continuous learning activities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of contracting methods, contract types, and incentives to plan and effectively carry out pre-award and/or post-award contracting actions for long term, major programs/procurements.
2. Knowledge of contracting law, executive orders, and federal and agency regulations sufficient to perform complex, unprecedented contractual actions.
3. Knowledge of instructional methods and procedures.
4. Skill in applying contract price/cost analyses techniques to a variety of complex pre-award and/or post-award procurement actions for long term, major agency programs/procurements.
5. Skill in negotiation techniques sufficient to conduct negotiations and to meet and deal with high level business, industry, and government officials.

PHYSICAL EFFORT: The work is sedentary. May require some walking, standing, bending, carrying and/or lifting of light items like papers or books. No special physical demands are required to perform the work.

WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated, and ventilated.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
