This position is open to the current employees of the Federal Judiciary and the Administrative Office of the U.S. Courts only. This position allows for situational and recurring telework, but does not qualify for full-time or remote telework.

The Administrative Office of the U.S. Courts, Probation and Pretrial Services Office is seeking a Supervisory Probation Administrator to serve as the chief of the Training and Safety Division (TSD). The incumbent reports to the deputy chief of the Probation and Pretrial Services Office.

The TSD chief provides leadership of key projects and manages the division's activities including the operations of the Federal Probation and Pretrial Academy (FPPA).The incumbent provides information and advice on the federal probation and pretrial services system's national safety and firearms' policies and procedures. The incumbent is responsible for developing and implementing a research-based national safety and training programs addressing practices such as use of force, training, officer certification, and use of restraints by federal probation and pretrial services officers.

The duties of the position include, but are not limited to:

  1. Overseeing and managing the TSD, including directing staff, reviewing work, administering performance plans, and evaluating performance.
  2. Operating the FPPA in partnership with the Federal Law Enforcement Training Center.
  3. Maintaining the FPPA's federal law enforcement training accreditation.
  4. Developing and implementing mid- and long-range training and safety program plans.
  5. Ensuring training program requirements are met and in alignment with the Judicial Conference policy.
  6. Interpreting, developing, and applying training and safety policies and; ensuring the policies are current and consistent with caselaw, legislation, research, and other judicial policies and procedures.
  7. Providing training programs for new and experienced officers, and leading a research based national safety clearinghouse.
  8. Providing instructor certification and recertification.
  9. Providing policy guidance on firearms, safety, search and seizure, use of force, and hazardous incidents.
  10. Conducting on-site inspections to ensure adherence to national policy and procedures.
  11. Colleting and analyzing data on searches, seizures, and safety- related incidents, rendering interpretation, and preparing and presenting subsequent reporting.
  12. Evaluating training, program, and policy effectiveness and making appropriate changes.
  13. Providing advice to senior executives on the latest evidence- based approaches to providing training to adult learners and assuring officer safety while supervising in the community.
  14. Developing annual budget request, overseeing expenditures, and containing costs.
  15. Providing data, reports and other information to senior leadership.
  16. Overseeing Probation and Pretrial Services Office's efforts to promote staff safety and wellness.
  17. Leading and providing support to various working groups.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL the following areas:

  • Providing leadership and administrative oversight to staff.
  • Developing national policies and procedures.
  • Conducting research, analyzing data, and monitoring trends for improvement of national programs.

Education

The basic qualifications can be met in one of three ways:

  1. Degree in behavioral or social science, or related disciplines appropriate to the position.
  2. Combination of education and experience that provides the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  3. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
