Duties

Help

  • Independently installs, modifies, repairs, and maintains a variety of new and existing utility, supply, and disposal systems and equipment such as sewage, water, propane, and natural gas distribution systems, and water closets, backflow prevention devices/assemblies, fire suppression systems, water storage tanks, sewage system components, and sewage lagoons.
  • Assembles, installs and repairs pipes, fittings and fixtures of heating, water, and drainage systems, according to specifications and plumbing codes. Studies building plans and working drawings to determine work aids required and sequence of installations.
  • Troubleshoots/tests various plumbing systems and equipment including backflow prevention devices such as reduced pressure principal devices, double check devices, atmospheric vacuum breakers, and other cross connection devices.
  • Performs all phases of liquid fuel system maintenance including preventive maintenance, troubleshooting, repair, testing and modification. Utilizes safe work practices and procedures following established safety rules and regulations andmaintains a safe and clean work environment.
  • Uses and maintains tools such as, multi-meters, flange spreaders, motor joists/lifts, hydraulic jacks, impact wrenches, pneumatic tools, air compressors, torque wrenches, prover tanks, master meters, portable electrical and air driven pumps, tubing benders, tapes, rules, plumb bobs, hand and power pipe threading machines, cutters, pipe wrenches, angle drills, hacksaws and power saws, power sewer cleaning equipment, various combustible gas and toxic vapor detectors and meters, self-contained breathing apparatus, supplied air respirators, and various personnel protective equipment.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4200 Plumbing and Pipefitting Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a PLUMBER without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of equipment assembly, installation, operation, and repair, to include routing, placement, slant, slope, and fall of systems; and of technical practices in order to plan, layout, install, modify, troubleshoot, and repair various systems and equipment.
2. Knowledge of fuel/utility distribution and storage systems and of the physical properties and hazards associated with the handling of various types of petroleum fuels, and of preventive maintenance and inspection techniques as applied to fuel/utility distribution and storage systems.
3. Knowledge of safety, environmental and security regulations, procedures, and practices.
4. Skill in installing, modifying, and repairing new and existing utility, supply, and disposal systems and equipment without more than normal supervision.
5. Skill in using and maintaining tools and equipment such as levels, plumb bobs, various gages and meters, hydrostatic pumps, power tools, pressure testing tools and equipment, electrical test and measuring equipment, combustible and toxic gas indicators, and in using shop mathematics, taking measurements, and laying out angles, arcs, and circles.
6. Skill in troubleshooting difficult or hard-to-detect leaks and operating problems.

PHYSICAL EFFORT: The employee makes repairs and installations from ladders, scaffolding, and platforms, and where the parts ofsystems worked on are in hard-to-reach places. This requires the employee to stand, stoop, bend, kneel, climb, andwork in tiring and uncomfortable positions. The employee frequently lifts, carries, and sets up parts and equipmentthat weigh up to 50 pounds unassisted and occasionally items weighing more with assistance of material liftingdevices or other workers.

WORKING CONDITIONS: The work is done inside and outside where there is exposure to dust, dirt, grease, chemicals, steam, noise, andunpleasant odors. The employee is sometimes required to make repairs and installations outside in adverse weatherconditions. Occasionally makes repairs in areas where bad smelling fumes are present. The employee hasoccasional exposure to the possibility of broken bones and frequent exposure to the possibility of strains, cuts,scrapes, burns, and infections. Employee may be required to wear safety equipment, such as safety shoes, glasses,gloves, and hard hats and other personal protective equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
