This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is located at Lower Granite Project, operated by the US Army Corps of Engineers and situated on the Snake River, 32-river miles downstream from Clarkston, Washington. This Project provides hydroelectric generation, navigation, fish passage and recreation.

Duties

Help
  • Serves as Chief of the Operations Section at Lower Granite Project.
  • Responsible for the planning and supervision of all operations activities of the powerhouse, navigation lock, fish passage facilities or other project features.
  • Supervises the performance of work necessary to operate equipment in the powerhouse such as turbines, generators, automated controls systems and auxiliary equipment; fish passage related equipment, navigation locks, and spillways.
  • Performs critical coordination with a variety of outside agencies and special interest groups.
  • Oversees the Section's Budget, Juvenile Fish Facility and Fish Passage at the dam, which includes extensive adult and juvenile ESA fish passage facilities/systems and equipment.

  • Position requires up to 25% temporary duty (TDY) travel.
  • This position has been designated "Mission Essential"
  • The duties of this position require the incumbent to be on call.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes performing three out of the six following duties. 1) Hydropower operations or maintenance experience 2) Ability to prepare and present briefings 3) Operations or maintenance of a large scale (or parallel small scale) power generating facility, 4) Setting scope deadlines, priorities, practices and procedures for an operations or maintenance program 5) Experience representing an agency/company in front of stakeholders and other agencies/companies 6) Direct experience in a North American Reliability Corporation (NERC) regulated power system

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
