Duties

Help
  • Oversees the planning, direction, coordination, and execution of various management and administrative services which support the operations of the Associate Director, Personnel Services Division.
  • Advises the Branch Chiefs on manning and resource strategic planning, corporate governance, metrics development and production, business process improvement, and resource management.
  • Serves as central point of contact for authoritative information on administrative policies, procedures, and requirements within the Division. Plans, coordinates, analyzes, and evaluates the division's administrative functions and operations.
  • Undertakes studies and projects resulting in communication improvements for the entire Division. Manages high-level tasks and suspense items for all projects, plans, and functions in order to be able to make proper recommendations.
  • Reviews and interprets directives from higher authority to determine applicability to operations. Develops written administrative and programmatic policies and standard operating procedures to ensure effective management in line with Agency policies.

Qualifications

Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
For entry at the GS-09 level, applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service.
For entry at the GS-11 level, applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.

Specialized Experience:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.

To qualify at the GS-09 grade level you must have one year of Specialized Experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience includes: performing duties such as providing administrative support to senior management, and assisting with preparing reports, OR tracking correspondence and inquires to ensure deadlines are met.

To qualify at the GS-11 grade level you must have one year of Specialized Experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience includes: performing duties such as preparing reports, and providing advice and guidance to managers on administrative matters, OR tracking executive calendars, preparing and arranging briefing materials and organizing meetings.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-09 and GS-11 LEVELS:

For the GS-09: Two full years of progressively higher level graduate education leading to a Master's or equivalent graduate degree may besubstituted to meet the specialized experience requirement. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

For the GS-11:
Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

Combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
