This position reports to the Executive Director of Facilities Operations, House Office Buildings.

Duties

Help

The individual selected for this position will:

  • Manage and oversee all aspects of AOC’s Congressional Transition Program.
  • Assist the Director of House Operations in development of all Congressional Leadership presentation materials associated with both the current Cannon Renewal and Congressional Moves projects as well as future plans for either next renewal (Longworth and Rayburn) or alternative plan(s) as a result of Vision 2100. 
  • Serve as the subject matter expert to resolve Bi-annual House Office Move process, messaging and engagement issues, requests for briefs and development of both HOB Transition Playbook and associated web strategic communications including HOB Transition Website and ensuring related linkage(s) with other House media (example: House CAO Transition Website and communications).
  • During Transition preparation, develop the proposed Suite Selection Lottery Rules for oversight review and approval; includes construction impacts, incorporation of lessons learned, feedback and previous Transition successes.
  • Represent the AOC with the House Officers, i.e. Chief Administrative Officer of the House, Clerk of the House, each of the 22 standing House Committee Chairs and support organizations to define the impact of elections on their operations and coordinate and develop a solution(s) to their space needs.
  • Plan and direct all in-house Transition-related projects from conception through implementation, including: Transition Preparation, Suite Selection, Floorplan Meetings, Move Execution and Post-Moves Lessons Learned.
  • Plan, direct and control rules development and policy approach and codifies standard operating procedures for other HOB divisions at the direction of the Executive Director and Deputy Executive Director in support of the Congressional Transition Program.
  • Provide advice and recommendations to the Executive Director as the delegated liaison with the House CAO, HSAA and USCP on matters related to the management of the Congressional Transition.
  • Serve as Contracting Officer’s Representative (COR) to manage contract staff in support of the execution of the Congressional Transition.
  • Manage risk by anticipating potential impacts to the House community and coordinating necessary maintenance/construction/operational activities.
  • Utilize a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.
  • Utilize new emerging technologies for consideration and potential implementation or new requirements to be integrated into planned project/product improvements to update/improve the Transition Program goals.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position is defined as the following:

(1) Ability to delicately communicate impacts to the House Congressional community in a manner that allows the leadership to gain the support needed for a successful House Moves projects.

(2) Experience conducting and managing Congressional activities.

(3) Experience in the process of preparing long and short-range plans in accordance with broad guidance to establish Member Move Suite Selection rules (Departing Members, Returning Members and New Members).

(4) Knowledge of the mission, principles, concepts and methodologies required with managing enterprise synchronization and strategic communications with organizations similar in size, scale and complexity as the AOC operation.

(5) Skill in communicating ideas, concepts, methods, analyses, evaluations and recommendations in a lucid, logical and convincing manner, either by oral or written means of communication to management, professional, administrative audiences with equal facility and clarity.
