Duties

Help
  • You will manage, monitor, coordinate, and provide regulatory guidance on all personnel actions with the units and the servicing civilian personnel office.
  • You will maintain files and documents to ensure timely and accurate processing with the applicable servicing reports.
  • You will identify discrepancies and determine improvements or changes in procedures while documenting your findings and research.
  • You will assist Lead Administrative Officer with command-wide talent acquisition and management, assuming primary responsibilities during lead absence and/or as directed by Senior Leadership.
  • You will interpret and explain all regulatory and procedural requirements for all staffing, recruitment and placement actions.
  • You will advise and assist management in classifying and evaluating civilian positions ensuring accuracy and consistency with established position management and classification principles, practices, policies, standards, and regulations.
  • You will maintain commands’ accountable property program by integrating actions involving the acquisition, assignment and disposition of accountable property, while ensuring that property inventories are current and accurate.
  • You will serve as liaison for management/employee relations, labor employee relations, training and development, workers compensation, and employee benefit actions.
  • You will provide senior leadership financial analyst support to ensure all financial matters, programs, and processes, support the Navy and PAC missions.
  • You will maintain vendor and service level agreements with other government agencies to ensure proper support is provided across the organization.
  • You will coordinate requirements for the logistics procurement process, anticipate supply needs, contingency plans, ensure operational readiness through management of contingency materials, and coordinate the transportation of materials.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a Top-Secret security clearance with access to Sensitive Compartmented Information (SCI).
  • You will be required to obtain and maintain a U.S. Passport.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

GS-12:
Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience with administrative regulations, operating procedures, management principles, command programs, and objectives to ensure proper distribution of tasks in order to improve organizational effectiveness and efficiency.
  • Experience collaborating with supervisors and managers on difficult issues with applying complex fact-finding, analytical, and problem-solving methods and techniques.
  • Experience applying analytical and evaluative techniques to assess the civilian personnel program and effective and efficient position management, organization structure and staffing patterns.
  • Experience preparing and presenting findings, recommending and carrying out specific actions regarding specific issues.
  • Experience administering contingency plans on stock and supply needs to verify operational readiness to coordinate the transportation of materials.

GS-11:
Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience with administrative regulations, operating procedures, management principles, command programs, and objectives to ensure proper distribution of tasks in order to improve organizational effectiveness and efficiency.
  • Experience assisting supervisors and managers on difficult issues with, and applying complex fact-finding, analytical, and problem-solving methods and techniques.
  • Experience applying analytical and evaluative techniques at a lower level, to assess the civilian personnel program and effective and efficient position management, organization structure and staffing patterns.
  • Experience administering contingency plans with supervisor/lead on stock and supply needs to verify operational readiness to coordinate the transportation of materials.

GS-09:
Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience applying operating procedures, management principles, and command programs at progressively complex levels in order to improve organizational effectiveness and efficiency.
  • Experience assisting lead administrative officer with command-wide talent acquisition and management for staffing, recruitment and placement actions.
  • Experience maintaining command's accountable property program under supervision verifying that the property inventories are current and accurate
  • Experience demonstrating basic knowledge of Human Resources management and support.

GS-07:
Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience with applying a wide range of Human Resource Management and Classification theories, concepts, practices, laws, policies, rules, regulations, precedents, and procedures in progressively complex assignments
  • Experience analyzing organizational structure and mission activities serviced, and interrelationships with position classification.
  • Experience assisting management with logistics procurement processes.
  • Experience with demonstrating basic knowledge of Human Resources management and support.
