Duties

Help
  • Principal assistant to the Chief of Staff (CoS), DHA, for all assigned roles, missions, functions, tasks, and operations, and help translate strategic priorities into coordinated actions across the Military Health System (MHS).
  • Oversee daily operations, direct and train staff, and ensure continuity of leadership and mission execution in alignment with the DHA Director’s delivery of medical care to eligible beneficiaries, and support to the MHS Enterprise.
  • Exercise supervisory responsibilities to direct and manage an organization comprised of assigned field grade and high grade civilian employees in performance of their strategic and operational levels of work via a network of subordinate supervisors.
  • Represent the CoS and subordinate organizational interests in engagements with senior leadership across DHA, Department of Defense, the Chairman of the Joint Chiefs of Staff, Combatant Commands, Military Departments, and other designated entities.
  • Coordinate actions assigned to or generated within the Office of the Chief of Staff and ensure their timely completion and submission for action and approval.
  • Serve as the Regulatory Focal Point for DHA, monitoring the timeliness and status of rules and rulemaking assigned to the DHA.
  • Represent DHA with representatives and officials of Congressional committees, senior DoD officials, Senior Military Line and Medical Personnel, Network Leaders, and counterparts in other governmental agencies, as well as the corporate sector.
  • Routinely brief Flag Officers (GO), Senior Executive Service (SES) personnel and visiting foreign military and governmental officials.
  • Develop, implement, and evaluate healthcare policy and programs for existing and future initiatives.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year supervisory probationary period is required if the selectee has not previously met this requirement.
  • This position may require the incumbent to work weekends and/or holidays.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes supervising operations ensuring compliance with legal requirements and overseeing contract execution to ensure adherence to federal standards and organizational objectives; managing financial processes and oversight to optimize resource efficiency; AND providing executive-level support within a senior military headquarters, involving multi-sector programs and acquisition management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Although not required, possession of a Master of Healthcare Administration (MHA), Master of Business Administration (MBA) or equivalent advanced degree in leadership or healthcare is preferred.
