The primary purpose of this position is to serve as the lead Electromagnetic Spectrum Operations (EMSO) for the Nevada Test and Training Range (NTTR) and direct Major Range and Test Facility Base (MRTFB) EMSO activities for the United States Air Force Air Warfare Center (USAFWC) on behalf of the NTTR Director of Range Support (RS) and Air Combat Command (ACC).

Duties

Help

  • Manages the electromagnetic spectrum and coordination RF emission requirements for the NTTR.
  • Serves as the lead engineer and project manager for the range wide RF spectrum monitoring and Jammer Master Control (JMC) systems.
  • Uses complex and unique RF spectrum management, data base automation and engineering software.
  • Obtains national level authorization for Electronic Warfare (EW) operations and spectrum certification of all NTTR spectrum-dependent systems.
  • Represents NTTR and participates in discussions, meetings, committees and special projects. Presents briefings, provides training, prepares recommendations and reports on EMSO matters.

  • Previous successful completion of a DoD Spectrum Management/Operations course, preferably the AF Electromagnetic Spectrum Operations School (1DX31Q) or the Inter-service Radio Frequency Management equivalent education
  • and at least 15 years’ experience in spectrum management/operations positions is highly desired. Previous military experience to a forward deployed location is highly desired.
  • Previous graduate of the Joint Task Force Spectrum Management and Joint Automated CEOI System (JACS) courses is highly desired.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Overtime and/or emergency overtime may be required.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employe must pass initial and periodic short notice drug testing.
  • Spectrum management and operations experience at a Major Range Test Facility Base (MRTFB), Major Command (MAJCOM), Numbered AF, or DoD AFC level is highly desired.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Telecommunications Series 0391. Click here for the occupational requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: applying a wide range of electromagnetic telecommunications and IT principles, communication concepts, methods, design, policies, standards, operational requirements, uncommon complex interfaces and policies/practices; as well as other regulatory materials, concerning planning, programming, implementation, procurement documentation, and management of spectrum dependent systems required to accomplish work processes needed to implement guidance for all aspects of electromagnetic spectrum systems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Broad knowledge of worldwide DoD communications systems as they relate to the utilization of the RF spectrum. Demonstrated knowledge of other telecommunications specialties to permit effective decision making and application of national spectrum management policies and programs.
2. Extensive knowledge of national and agency communications policy and doctrine to function as the NTTR technical expert and legal authority on DoD EMSO and federal RF EMSO support for telecommunications systems.
3. Broad knowledge of national, and agency EMSO policies and procedures.
4. Skill in electronics, the electromagnetic RF spectrum and compatibility/interference potentials of various RF dependent communications and weapons systems. Thorough understanding of transmitter RF emission characteristics such as power, modulation techniques, antenna radiation patterns, and receiver sensitivity. Expertise in RF interference detection and resolution methods using radio signal DF equipment and remote site monitoring systems.
5. Ability to implement national and DoD level guidance for every proposed and fielded telecommunications system using the RF spectrum. This background is essential in all decision-making processes involving current and long-range spectrum supportability risk assessment.
6. Ability to use current spectrum management computer automation tools to maintain database records in the FRRS, GMF, Spectrum Certification System (SCS) and end-to-end supportability system (E2ESS). Knowledge of spectrum certification and systems acquisition regulations, practices and procedures. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
