Duties

Help
  • Complete pre and post award functions for the administration of contracts for acquisition programs.
  • Performs or leads other specialists in the performance of pre-award contracting functions which require the use of fixed-price, cost reimbursement, or a combination of contract methods.
  • Exercises broad and unlimited expert judgment on pre-contract negotiations, modification to existing contracts and/or approval of contract termination proceedings.
  • Formulates negotiation strategy, to include preparation, coordination, and execution of Business Clearance Memoranda which detail the terms, conditions, and pricing strategy for negotiations.
  • Prepares responses to congressional inquiries, processes protests after award, and processes claims and the resolution of such claims and protests.

  • The incumbent of this position is required to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information Access.
  • The incumbent of this position is required to submit pre-employment financial statement disclosure (OGE 450) and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This is a drug testing designated position. Incumbent must successfully pass a urinalysis screening prior to the appointment and periodically thereafter.
  • This position may be required to work overtime, to include other than normal duty hours, such as evenings and weekends.
  • This position is designated as emergency-essential (E-E).
  • This position requires incumbent to pass an physical examinations annually.
  • This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
  • This position requires a 3 year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist 1102 Series:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
(Note: You must attach a copy of your transcripts.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

OR

(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement see above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Required:
One year of specialized experience which includes (1) Performing pre-award or post-award procurement functions involving complex contracts. (2) Negotiating contract prices, terms and conditions to evaluate cost analysis. (3) Implementing contractual regulatory guidance and processes for the procurement of goods and services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.   • Selectees must meet the position requirements for Contracting Professional Certification within 36 months of entrance on duty.
