The primary purpose of this position, VOLUNTARY PROTECTION PROGRAM (VPP) MAINTENANCE RESOURCE MANAGEMENT (MRM) MANAGER, NH-0301-03, is to serve as the VPP and/or MRM Manager formulating, deciphering, and influencing policies. The incumbent is responsible for planning, developing, organizing, and implementing all VPP/MRM activities.

Duties

Help

  • Review the guidance from Occupational Safety and Health Administration and the organization to draft guidance policies for the assigned area.
  • Analyze issues to identify best course of action.
  • Plan, organize, and direct team study work of the organizations.
  • Develop and provide Maintenance Resources Management training to improve communication, effectiveness, and safety in all maintenance operations.

  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower broadband (NH-02), equivalent to the next lower grade (GS-11), or equivalent in other pay systems. Specialized experience is experience in demonstrating critical thinking in identifying, analyzing, and solving complex issues; taking personal accountability in leading, overseeing, guiding, and/or managing programs and projects; and maintaining qualifications necessary to assume and execute key acquisition and/or support requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Comprehensive knowledge of various safety and health practices and established policies and procedures to evaluate, plan, modify, coordinate, direct, and improve a diverse program and advise key managerial personnel on course of action.
  2. Knowledge of the relationship of pertinent laws, regulations, policies, and precedents which affect the resources to sufficiently interpret and modify or significantly depart from current techniques and apply/ incorporate improvements.
  3. Knowledge and skill in applying analytical/evaluation methods and techniques to develop and implement control measures and improvements.
  4. Knowledge of the major mission requirements, production processes/policies and administrative operations of the organization to facilitate improvements and reduce non-value; added redundancies.
  5. Skill in developing new or modified work methods, organizational structures, management processes, and/or administrative procedures to incorporate mishap investigation, fact finding analysis, trend analysis, risk assessment and resolution of safety problems.
  6. Ability to communicate effectively orally, electronically and in writing; negotiate complex issues, and maintain good working relationships with all individuals and organizations to manage program segments with diverse military, civilian, professional, technical, and corporate populations. Verbal, electronic and writing skill capability must encompass the ability to prepare/submit presentations/reports or formal training material in the correct formats to managing oversight organizations.
  7. Ability to plan, organize, work and coordinate with other individuals/organizations with technical knowledge applicable to construction, design features, specifications and hazard identification to review and improve transformation initiatives.
  8. Knowledge of organizational and communication skills to develop working relationships with diverse military, civilian, professional, and technical populations. Verbal and writing skills sufficient to prepare VPP/MRM presentations/briefings, formal training material, and investigative reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year-round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
