Help
  • Serving as a Senior Warranted Contract Officer responsible for the full range of pre-award and post-award contract functions.
  • Performing pre-award functions for procurements involving complex contracts of congressionally mandated public-private competitions, strategic sourcing, and privatization.
  • Ensuring appropriate funding and required waivers, certifications, approvals, and compliances have been obtained for purchase requests.
  • Issuing solicitations, evaluating proposals, contract negotiations, execution, and administration for complex and technical services and special assigned programs, in support of the US Army Special Operations Command (USASOC) mission.
  • Developing systems for evaluating and monitoring performance of contractors.
  • Providing guidance to team members regarding all contract functions.
  • Negotiating proposals and executes modifications.
  • Performing detailed analysis of bids received, ensuring strict compliance with specifications on advertised procurements and recommending award to the lowest responsible, responsive bidder.
  • Developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages.
  • Compiling contracts involving social/economic considerations, development costs for minority/disadvantaged contractors, terms and prices, difficult to define scopes of work, legal conditions, and rigid deadlines causing additional complications.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1) Performing contract administration actions (such as negotiation of changes, exercise of options, investigation and resolution of contractor delays, or contractor performance evaluation) to ensure contractual and legal compliance; 2) Monitoring contractors' performance for compliance with contract terms or conditions; 3) Coordinating with others to obtain waivers, certifications, approvals, or compliances for purchase requests; AND 4) Negotiating proposals to find mutual agreeable terms. This definition of specialized experience is typical of work performed at the next lower grade/ level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
