Duties

Help
  • You will serve as the Facility and Engineering Manager responsible for a complex facilities requirements program with primary responsibility for communicating organization requirements, plans and resource needs.
  • You will serve as the subject matter expert overseeing the design, vetting, and implementation of programs and provide technical oversight of engineering and facilities programs.
  • You will identify critical and emerging issues, gauge operational impacts, and coordinate solutions among numerous stakeholders simultaneously.
  • You will skillfully interface with senior military and civilian officials to devise and recommend optimized course of actions for the Deputy’s/Director’s review and approval.
  • You will be responsible for facility planning and will review, coordinate and assess major repairs involving renovations and alterations, along with making recommendations on cost-sharing.
  • You will develop statements of need, prepare government estimates for labor and materials.
  • You will schedule milestones for accomplishing tasks and engage with colleagues and senior management in discussions to determine best way to proceed with required work.
  • You will monitor construction projects to ensure timeliness for established start and completion dates.
  • You will establish and implement requirements for facilities, leverage resources, and oversee contract work.
  • You will collaborate with technical and functional subject matter experts to assess the extent to which current facilities and resources are adequate to support operational parameters.
  • You will identify deficiencies and emerging needs, support validation and justification, and integrate new requirements into planning efforts.
  • You will participate in meetings with Flag/SES officials concerning operational planning that has an effect on space requirements and utilization.
  • You will provide updates, including selection and design of essential items of equipment to ensure maximum effectiveness and functional space arrangements.

  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

-Experience assessing buildings and facilities, identifying emergent issues, gauging operational impacts and developing solutions using construction renovation projects.
-Experience conducting on-site space utilization surveys to ensure efficient use of assigned space and compliance with installation requirements.
-Experience conducting and documenting inspections to confirm compliance with defined quality control standards.
-Experience preparing and presenting oral and written briefs on facility readiness and challenges with current or potential impacts to operations.


This position is within the Work Category PROFESSIONAL at Work Level SENIOR, Series and Grade GG-1640-13.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, info cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

This is a mission essential (ME) designated position in accordance with OPNAVINST 3440.17, Navy Installation Emergency Management Program, for sub category 1 A: .Critical operations personnel are required to perform Mission Essential Functions (MEFs) under all circumstances 24 hours a day and 7 days a week without interruption for up to 12 hours at which time the MEF may be transferred to an alternate site.

Shift work, irregular tours of duty including (evenings, weekends, and holidays) and/or extended duty will be required. The employee is subject to recall.
