Duties

Help
  • Receive and review various court orders to determine the sufficiency of the legal documentation submitted for consideration.
  • Analyze facts of individual case and research the laws to determine whether statutory requirements (i.e. service to process, exemption of pay, or other support provisions) have been met.
  • Provide advice/assistance to customers; make determinations of legal validity regarding all forms of garnishments, involuntary allotments, and bankruptcies and applications under Uniformed Services Former Spouses' Protection Act.
  • Conduct legal research regarding pay, garnishments, involuntary allotments, bankruptcies, or collections.
  • For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 for a GS-07, and GS-07 for a GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

To be hired at the GS-07 grade level, applicants must minimally have one (1) year of experience at the next lower grade (GS-05), which is defined as:

  • Reviewing documentation to determine legal validity.
  • Applying laws, regulations, or policies governing financial or pay practices to assist customers with legal process or financial questions.
  • Using automated systems to review or process transactions.

To be hired at the GS-09 grade level, applicants must minimally have one (1) year of experience at the next lower grade (GS-07), which is defined as:
  • Analyzing facts, documents, or researching laws to determine whether legal requirements have been met.
  • Applying laws, regulations, or policies governing pay, garnishments, involuntary allotments, bankruptcies, collections, or related activities.
  • Assisting customers with legal process or financial questions.
  • Using automated systems to process pay, garnishments, bankruptcies or related transactions.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
  • To be considered for a GS-07, applicants must have served 52 weeks as a GS-05 or higher grade in Federal Service.
  • To be considered for a GS-09, applicants must have served 52 weeks as a GS-07 or higher grade in Federal Service.
** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing. **

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement.

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

To be creditable, education must have been obtained in an accredited college or university.
