Duties

Help

  • Performs budget formulation work involving preparation of detailed analysis and estimates of funding needs for one or more future budget years
  • Prepares and/or assembles information in support of formal presentations of budgets and requests and reviews before OMB and/or Congressional committees
  • Provides financial advice on complex financial issues; assessments of implementing decision, and develops programs. Recommends procedural changes designed to streamline financial management
  • Provides financial management technical assistance and support to the staff in an integrated planning, programming, budgeting, execution and closeout program for financial resources
  • Evaluates and advises on pending and current Congressional, OMB, DOD, USAF and Comptroller General decision and recommends courses of action
  • Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload
  • Conducts special studies requested by leadership to provide guidance, direction or action on established policies, procedures, regulations, or directives

  • This is a Financial Management Level 2 Certified position IAW the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program
  • This position has been designated as an Non-Critical Acquisition Position Level 2 and is covered by the Acquisition Professional Development Program (APDP). The selectee must meet, or be capable of achieving the APDP certification as designated
  • on the position description within the defined grace period for that certification level after assignment. Requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Group-Standards.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in ???????financial management advisory services, financial planning services, budget operations, cost analysis, and oversight of program resource management systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

IDEAL CANDIDATE:

  • At least 2 years of experience in finance desired
  • This is a designated Drug Testing Position
  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment.
  • This is a Financial Management Level 2 Certified position. The selectee must comply with the requirements of this certification program.
  • Knowledge of structure, programs, and work methods of organization(s) for budgeting work.
  • Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.
  • Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
  • Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of structure, programs and work methods of organization (s) for budgeting work.
2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.
3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines, and regulations.
4. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
5. Ability to communicate clearly and effectively, both orally and in writing.
6. Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies.
7. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and/or political objectives.
8. Ability to develop new methods and techniques of budgeting applicable to the forecasting of long range funding needs.
9. Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
10. Knowledge of computerized budget system(s).
11. Skill in the analysis and resolution of complex problems.
12. Ability to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and finding requirements, and make recommendations to resolve financial/funding problems.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
