Help
  • Identify the need for and develop new policies or recommend changes to existing Department of the Army (DA) policies, standards, and procedures for managing strategic or tactical automation and cyber security.
  • Provide advice and guidance pertinent to cyber security program policies, guides, and standard operating procedures (SOPs) during all stages of the automation process.
  • Enforce security policies and safeguards for Training Support System (TSS) training systems, including stopping system operation if warranted by the seriousness of security violations.
  • Administer programs that address cyber security operations and cyber security readiness, including the Information Operations Condition (INFOCON) and cyber security readiness metrics.
  • Evaluate Information System Security Programs and Computer Network Defense (CND) procedures for inclusion as defensive measures in the Mission Training Complex Cyber Security Program.
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position is designated as an Information Assurance Manager (IAM) Level 3. The incumbent is required to satisfactorily complete the appropriate training and obtain the required certification or recertification.
  • The incumbent is required on an occasional basis to work other than normal duty hours, which may include evenings, weekends and/or holidays.
  • The incumbent must meet the position requirements for certification at Level III in Information Assurance Management (IAM-III). Incumbent must fulfill continuing education requirements on an annual basis (Reference DoD 8570.01-M).
  • The incumbent must obtain and maintain the Certified Information System Security Professional (CISSP) certification within six months of employment.
  • The incumbent must obtain and maintain the Certified Information Security Manager (CISM) certification within six months of employment.
  • The incumbent must obtain a Special Issuance Passport (“Official Passport”) prior to travel. Command-sponsored dependents (if applicable) are also required to obtain official passports.
  • As of February 2023, DoD 8140.03 proficiency qualification requirements superseded DoD 8570.01M. A certification under DoD 8140.03, Work Role Code 722, Intermediate or Advanced Proficiency Level is required for this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) performing a full range of systems security and network security, such as information security (INFOSEC) training standards, security profiles, network audits, software product evaluations, secure network servers, firewalls, intrusion detection systems, virus protection, DNS security, backbone security, and information assurance vulnerability assessments; AND 2) managing the implementation, publication, and dissemination of information processing technical and procedural standards to the user community; AND 3) conducting the risk management, security, and contingency planning programs. This definition of specialized experience is typical of work performed at the second lower grade/ level position in the federal service (GS-12).

AND individuals must have IT-related experience demonstrating each of the four required competencies listed below:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions
  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
