Duties

Help

  • Responsible for the planning, organizing, directing, evaluating, and management processes for the Engineering Service Project Section that includes setting qualitative and quantitative standards.
  • Manages human resource functions such as hiring, performance, training and development.
  • Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
  • Supports the Strategic Capital Investment Planning (SCIP) process.
  • Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects.
  • Reviews or directs the review of plans, specifications, and analyses of design as submitted by subordinate engineers and engineering technicians. Provides professional advice to improve such plans, specifications, and analyses.
  • Advises subordinate personnel on methods and procedures to be used on highly complex projects. Oversees subordinate professionals (i.e., engineers or architects) work.
  • Reviews subordinates' activity plans, specifications, and cost estimates for technical adequacy and feasibility.
  • Responsible for the implementation of the Medical Center's capital improvement program.
  • Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineers and engineering technicians.
  • Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments.
  • Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Engineering Section.
  • Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH).
  • Provides for the financial management of the project section. This includes budget formulation and justification for projects, garnering approval, and execution within budgeted amounts; financial management; and financial reporting.

Work Schedule: Monday - Friday, 7:30am - 4:00 pm

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from
    a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology,
    Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural
    Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but
    are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering,
    Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR
  • Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the
    form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto
    Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES)
    identifying a passing score; OR
  • Evidence of current professional registration or licensure as a Professional Engineer or Architect from any
    State, the District of Columbia, Guam or Puerto Rico.

In addition to meeting a Basic Requirement, you must also meet the GS-13 Grade Requirements:

GS-13 SPECIALIZED EXPERIENCE: One full year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. (To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the Federal government.) Specialized experience includes, but is not limited to:
  • Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
  • Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
  • Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards.
  • Skills in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.
  • Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
  • Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.

In addition, you must be able to fully demonstrate the following Knowledge, Skills and Abilities (KSAs):
  • Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility.
  • Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level.
  • Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions.
  • Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers.
  • Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations.
  • Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management.
  • Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.

The full performance level of this vacancy is G-13.

Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites.
The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
