Duties

Help
  • Serves as Chief of the Financial Management Division (FMD) for the Director of Community Activities (DCA), with responsibility for both appropriated fund (APF) and non-appropriated fund (NAF) Morale, Welfare, and Recreation Fund (IMWRF).
  • Management responsibilities include, but not limited to, directing, analysis, execution of Community Activities command operating budget, NAF annual operating budget, APF/NAF support budget, (CPMC) budgets, procurement, and personnel administration.
  • Serves as the primary technical advisor to other division chiefs and other installation directorates on NAF fiscal management matters.
  • Develops and monitors quality control procedures for all NAF operations, monitors both revenues and expenditures, inventory ceilings, cost of goods sold, labor, net income percentages, and personnel requirements.
  • Executes administrative and personnel management responsibilities related to the accomplishment of the assigned mission.

Qualifications

A qualified candidate must possess the following:

  1. Experience in directing of the preparation, analysis, justification, and execution of Community Activities operating budgets (APF/NAF budgets).
  2. Experience as a technical advisor for other division chiefs or installation directorates on fiscal management matters.
  3. Developed and monitored quality control procedures regarding fiscal and personnel requirements.
  4. Conducted cost and economic, efficiency, and organizational functional analysis
  5. Executed administrative and personnel management. responsibilities to accomplish an assigned mission.
  6. Used and applied the theories, principles, practices, and techniques of Generally Accepted Accounting Principles (GAAP).

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":
  1. Verifiable knowledge and experience in Army NAF financial management, including a bachelor's degree in Accounting or 1-2 years of extensive commercial accounting experience.
  2. Experience in NAF budgeting or commercial budgeting, including analyzing income statements, tracking budget execution, and creating budgets for multiple facilities.
  3. Possess advanced proficiency in Excel, including experience with data analysis tools such as VLOOKUP, pivot tables, and other advanced functions. Additionally, do you have experience using Power BI for data visualization and reporting.
  4. Possess at least 2 years of supervisory experience.

  • This job is part of a pay-banded system. Sunday premium pay for regularly scheduled employees and night differential pay may be authorized by the Garrison Commander.
  • Foreign overseas allowances, post allowance, and differentials will be be paid, contingent upon eligibility These allowances may include Living Quarters Allowance (LQA), Temporary Quarters Subsistence Allowance (TQSA) and requires a Transportation Agreement in accordance (IAW) the provisions of the Department of States Standardized Regulations (DSSR).
  • Post allowance may be paid in accordance with the Department of States Standardized Regulations (DSSR), contingent upon eligibility.
