Duties

Help

  • Serve as a business advisor, providing business advice, guidance and assistance to technical personnel involved in the development of requirements packages.
  • Reviews acquisition packages for adequacy and compliance with administrative, regulatory and procedural requirements and consistency with current market practices and conditions.
  • Procures and performs post award functions for a wide variety of services, commodities, and/or construction involving a variety of contract types, investigation and resolution of contractor delays, contractor performance appraisals, subcontractor surveillance, disposition of claims, close-out, and similar matters.
  • Represents the organization with a variety of installation and functional area organizations. Provides customer guidance and training. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up.
  • Provides guidance to technical personnel involved in the development of the statement of work or data requirements.
  • Monitors contractor performance in relation to the completion schedule required by the contract.

  • At the discretion of the supervisor, may serve as a warranted contracting officer.
  • This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • In accordance with the Ethics on Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

Qualifications

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include procuring a wide variety products and services; administering terms and conditions of contracts; negotiating and awarding contracts and contract modifications; performing price/cost analysis; monitoring contractor's performance; or performing work associated with termination of contracts

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of government and agency-specific guidelines and business practices including statutes,
regulations, policies and procedures that cover different contract types.
2. Ability to communicate orally and in writing.
3. Ability to plan, organize work, and meet deadlines.
4. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate
recommendations while working cooperatively as a member of a team.
5. Ability to negotiate and administer contracts.
6. Ability to identify problems and develop innovative solutions, determine accuracy and relevance of information, use sound judgement to generate and evaluate alternatives, and make recommendations, makes sound, well-informed, and objective decisions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
