Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation, Division of Health Plan Innovation, Seamless Care Models Group.
As a Supervisory Social Science Research Analyst, GS-0101-14, you will direct, design and implement intramural and extramural research and demonstrations for alternative health care delivery systems with appropriate payment methods to achieve value-based purchasing.

Duties

Help
  • Plans the overall workload distribution, sets priorities, and prepares schedules for completion.
  • Oversees technically complex projects and initiatives designed to address HHS and CMS Strategic Plan goals and objectives related to the work of the organization.
  • Oversees the staff-level work associated with managing the design and development, implementation, operation, and monitoring of models related to health plan innovation program.
  • Builds relationships within CMS and HHS, and with both governmental and non-governmental entities, such as industry executives and consultants, to coordinate the development, implementation, and operation of innovative payment and delivery models.
  • Manages relationships with key contractors, overseeing functionality for beneficiary alignment, baseline and benchmark setting, research and evaluation, learning and diffusion, and other activities related to design, implementation, and operation.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:

1) Designing, developing, or managing projects or studies to test models focused on Medicare Advantage;
2) Drafting guidance or analyzing polices related to benefit design, payment, health equity or delivery services in Medicare Advantage;
3) Leading operational and analytical tasks associated with Medicare Advantage; AND
4) Planning or directing the work activities of staff or teams.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

  • Bachelor's or higher degree in behavioral or social science or related disciplines appropriate to the position; OR
  • A combination of education and experience, i.e., some coursework in appropriate disciplines related to the position and some experience that, when combined, provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR
  • At least four years of appropriate experience that demonstrates knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
