General Duties (includes but not limited to):

SUPERVISORY WORK: 20%

  • Provides day to day administrative and technical supervision of a workforce consisting of Non-Appropriated (NAF) employees, including regular full-time, flexible, and seasonal. Ensures approved staffing levels are maintained to support programs and operations in a cost-effective manner.
  • Sets priorities and establishes schedules for work completion. Distributes and balances work based upon priority, skill requirements, and level of difficulty. Evaluates performance of subordinates and provides specific recommendations related to training needs. Responsible for training, supervising, scheduling, and evaluating all employees within the branch.
  • Participates in interviews and recommends selection for all new hires within the branch, initiates appropriate disciplinary action; hears and resolves complaints from employees. Assures equality in determining selection, assignment, training and promotion, discipline and incentive awards to employees. Recommends awards/bonuses for supervisory and non-supervisory personnel and changes in position classification, subject to approval by higher level supervisors.
  • Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Routinely approves sick and annual leave.
  • Actively supports and promotes all aspects of the Equal Employment Opportunity (EEO) Program and Affirmative Action Plan as directed by applicable laws and regulations, and to communicate this support to subordinates, minority groups, and women. Ensures all laws and regulations concerning Merit System Principles and Prohibited Personnel Practices are adhered to.
  • Directly Supervises: (8) NF-0189-01 Rec Aid (Golf) Flex

PERSONAL WORK: 20%

  • Directs and supervises the overall management of the Pro Shop facility, Driving Range and Cart storage facility to include promoting, organizing, scheduling and conducting golf tournaments, matches and special golf events. Operates and maintains the Golf Pro Shop facility by managing daily operations, supervising Pro Shop Clerks and cart and range personnel. Sells greens fees and assists patrons in selection of golf equipment. Forwards unsolvable problems with recommendations. This position requires performing in any capacity necessary for the successful operation of the activity
  • Collects and issues cash funds to Salesclerks. Trains new employees on cash handling and insuring the smooth flow of operations. Ensure all sales, fees and charges are correctly accounted for within the point-of-sale system. Verifies daily receipts and validates daily DAR. Maintains and enforces security for funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
  • Performs a variety of tasks in inventory and restocking merchandise. Conducts monthly inventory and sales reconciliations. Ensures merchandise inventory levels are properly maintained. Receives and records merchandise shipments, creates visual merchandise displays bimonthly and arranges fixtures in a neat and proper order. Assists with developing the annual inventory buying plan and creating methods to safeguard, funds, supplies, equipment and real property. Marks items with the proper selling price. Responsible for inventories conducted in accordance with applicable higher level regulatory guidelines. Maintain adequate stock assortments, eliminate slow selling items, and may add new items as presented. Maintains accountability for all NAF fund equipment, supplies, resale funds, and inventories in AOR.
  • Prepares and reviews procurement documents and reports;verifying or abstracting information contained in documents and reports; contacting Regional Procurement office to obtain status of orders and expedite delivery; maintaining various procurement/purchasing files; resolving a variety of shipment, payment or other discrepancies.
  • Ensures all facilities and activities associated with program meet established fire, safety, security, and sanitation guidelines. Takes timely action to correct deficiencies through coordination with local agencies. Assists in planning and designing of construction and renovation projects.
  • Coordinates budget requirements and provide input to Supervisor for preparation of the annual operating budget. Justifies budget requirements for personnel and supplies to Supervisor. Reviews monthly financial reports, compares to budget, and provides execution explanations to supervisor. Develops plans for over/under executed funds, end of year funds, grants, and future requirements based on higher level guidance.
  • Operates a personal computer, types of routine documents, recognizes apparent errors in documents submitted, and refers the same to supervisor or designated personnel for correction. Operates various common office equipment to include copier, fax, shredder, and postage meter.
  • Performs other duties as assigned.

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

  • A valid State driver's license is required to operate motor vehicles.

  • Work may require sitting, walking, long periods of standing, bending and lifting of moderately heavy items up to 40 lbs. unassisted. Incumbent may lift heavier weight, but with assistance.
  • Incumbent must possess or be able to obtain Cardiopulmonary Resuscitation and First Aid Certification; Automated External Defibrillator Certification within 60 days of hire.
  • Incumbent must be able to work both indoors and outdoors, without a fixed schedule. The work areas are adequately lighted, heated and ventilated. Administrative work is performed in a normal office setting.
  • Hours of work vary to include split days off, possible late evenings, weekends and holidays.
  • Occasional travel of less than 10% may be required.

Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Knowledge of management procedures and general business practices related to the management of a pro shop/retail facility.
  • Incumbent must possess a practical knowledge of commercial, retail and a good knowledge of policies and procedures pertaining to operations including accounting, merchandising and patron control.
  • Basic knowledge of the rules and etiquette of the game of golf and golf tournament operations.
  • Must be experienced in providing exceptional customer service to all eligible patrons.
  • Must be skilled in the current techniques of operating a financial establishment including some experience with point-of-sale cash register equipment, computer knowledge to include all Microsoft applications, basic accounting and budgeting functions.
  • Must have the ability to communicate effectively in English, both verbally and in writing.

Education

A bachelor's degree in Recreation, Marketing, Business or a closely related field.
